The men and women who first arrived at Sandy Hook Elementary School tells TODAY's Erica Hill that "this is something that is going to take us a long time to work through."

NEWTOWN, Conn. ? Emergency medical services responders in this ?volunteer town? were having an ordinary day on Friday, getting ready to go Christmas shopping, waiting in line at the post office or hanging out at home on the crisp fall morning when the call came in: Their skills were needed at Sandy Hook Elementary.

More than 20 members of the Newtown Volunteer Ambulance Corps and two of its rigs rushed to the scene of what was first described simply as a ?shooting in the building,? but quickly escalated to reports of a gunman -- or possibly two -- at large on the school grounds and gunfire, lots of gunfire.

They quickly set up primary and secondary triage sites, preparing to receive the wounded. But as other ambulances from neighboring communities rolled up, sirens blaring, the first responders slowly realized that their training would be tragically underutilized on this horrible day.

Only a few of the wounded were brought out for stabilizing treatment and then whisked off to the hospital. Everyone else among the 20 children and six adults who were shot had been killed by what turned out to be a single gunman ? now identified as 20-year-old Adam Lanza, who committed suicide at the end of the rampage.


?We're waiting there with a triage area set up to take care of all of these patients ... and when the call came over the radio to release all of these ambulances from surrounding towns and just hold the Newtown ambulances at the scene, that was when I think it hit most of us that our services were not going to be utilized at that point,? James Wolff, a 44-year-old EMT who responded to the mass shooting, told NBC News on Wednesday.

?Seeing the faces on the other side of the (police) scene tape and the emotion on those faces was, it was difficult to see and especially because we weren't in action doing things trying to save people,? said Wolff, a father of two who joined the town?s volunteer ambulance company 18 months ago. ?You may not be able to save everybody, but you damn well try. And when (we) didn't have the opportunity to put our skills into action, it's difficult.?

But Assistant Chief Sharon McCarthy said the first responders found other ways to contribute.

?You feel helpless, I think, but yet we were there,? said McCarthy, who spent six hours at the scene and was the last member of her team to leave. ?Police are there, the parents are there. We're trying to help them and reassuring people and just trying to be there. I mean, you know, the parents were victims, too.?

Many of the first responders to the shooting at Sandy Hook Elementary on Friday say they will never forget what they saw. Said one: "This is forever in our memory bank." NBC's Miguel Almaguer reports.

?There was an anxious, chaotic crowd and we were trying to keep peace there,? she added. ?It was really controlling the scene was what we were working on.?

Laurie Veillette, a volunteer EMT who was leaving the post office when she saw the police cars zoom by moments before receiving the call to duty, said she was assigned to the secondary triage area in the parking lot of the nearby fire station, where unharmed schoolchildren who were evacuated waited to be picked up by their parents.

?We were there while events were still unfolding and we received patients and left,? she said. ?I got a text from my daughter on the ambulance on the way back and she said people were saying, 'People are dying there mommy, are you all right?' ... She asked me if I was there and I said, 'I am.' And I said, 'It's bad, and I can't talk about it.'?

Veillette and other EMTs at the scene weren't getting any information from radio or television, but she said they sensed the enormity of what had happened.

?To get that text from her, I knew that it had gotten bigger and it was big,? she said.

Veillette, who said she had worked in past years as a substitute teacher at Sandy Hook, said the loss of so many young children and the professionals who cared for them hit even those used to dealing with death hard.

Some of her fellow EMT workers didn't watch the news reports in the immediate aftermath, and they spoke to counselors brought in to handle the ?raw emotion? that was coming out, Veillette said.

?The loss of faces in town,? she said, trying to explain the powerful impact the tragedy has had. ?It's just a huge loss that touched so many people, but then again, you know, it brought us together. ? it's such a mixed emotion. I mean I feel such love and support but at the same time, our community is missing too many people right now.?

Jill Urciuoli, a 58-year-old EMT who also responded that day, said she had spent some time ?just trying to figure out what happened, rework everything, see if there was a way I could have done something differently.?

But then she surrendered to the strong emotions coursing through this tight-knit community.

?Grief is grief,? she said. ?Everybody feels it. Everybody's heart is ripped out. You don't even need to see it, you feel it ... it hurts.?

McCarthy said that even before the tragedy,?a medical call was handled with a small-town approach by the 69-member EMT team, who range in age from 18 to 72. When EMTs had to transport people to the hospital, patients would often hold their hands or pinch their cheeks. And if reassurance was all that was needed, McCarthy said she had occasionally brewed tea and sat down to comfort a nervous resident.

She called the job the second-most challenging and rewarding thing she has done, after parenthood. ?This group of people has more heart than you can imagine,? she said.

Mike Collins, a volunteer since 2005, proudly called Newtown a "volunteer town," with five volunteer fire departments in service, too.?

As he stood in the ambulance bay at the corps' post on Main St. -- where a sign posted outside reads, "Still united, we are Newtown strong!" -- Wolff said the shootings have already had a ?rippling? effect, noting that his children, a son, 12, and daughter, 15, were openly worrying about him and his wife, who is a teacher in another school district.

?Our kids are now thinking, 'OK, what happens to mom, what happens to dad when they go do what they do," he said, noting that his daughter had pleaded in a text message on Friday after she heard about the shootings, "Daddy don't go."

Wolff also responded later Friday to the home of the alleged shooter's mother, Nancy Lanza, located on a normally quiet residential street that was then flooded with police cruisers, the FBI and the media, among others. Police suspect Nancy was also shot to death by her son at the beginning of the still-unexplained massacre.

Wolff said he arrived in disbelief at the scene, and said the community was just beginning to process what happened.

?We just can't even imagine the long-term feelings and implications,? he said, adding that someone told him this was ?Newtown's 9/11. It's kind of on that order of magnitude, for a smaller number of people.?

"This is something that is going to take us a long time to work through. It's all still very raw right now," he said. "But ? we are a strong community, we have come together. I think we'll continue to come together and support each other."

Newtown Social Services is starting a fund for the first responders at Sandy Hook. IN A corral at the slaughterhouse sales, a bony mare stands watch over her foal, an equally skeletal heap, as its protruding ribcage heaves with each breath.

Amanda Vella's horse sanctuary is already full, but the sight of this pair has brought her back to the yards with a float in tow later in the week.

She is able to buy the mare, but the foal has been killed ahead of transport to another site. Many foals are injured in transit, Ms Vella said, so this practice makes death slightly cleaner.

This is just one of hundreds of cases Ms Vella remembers vividly - this foal, along with the hundreds of horses she can't afford to save, the animals too starved to digest food even if she does take them home, are all evidence of human cruelty.

"Horses usually go for between $50 to $400 at sales, depending on what they'd be worth in meat," Ms Vella said.

"There are a lot of ex-racehorses, horses from farms, and trail riding ponies that people don't know how to care for."

"With pets like dogs and cats there are rules to make sure they're treated humanely, but horses at these sales are mostly emaciated and often injured, and they're often slaughtered in front of each other and die slowly - there's nothing humane about that.

"Horses can be used to ride, race, do work on the farm, and they're pets, too, and then they can also be taken out into the backyard and shot, or sold for met."

Ms Vella said the practice of neglecting and then slaughtering horses was widespread, but not widely prosecuted.

"The RSPCA treats extreme cases of neglect that are reported to them, but if there's more than 10 head of livestock the responsibility goes to the DPI (now the Department of Agriculture, Fisheries and Forestry), and it seems to be accepted that once the horses are at slaughterhouse yards they're going to die anyway, so what's the point?"

Outrage at this quietly but widely conducted slaughter of horses motivated Ms Vella not only to rescue and rehabilitate the animals, but also to advocate for stronger horse ownership and slaughtering regulations.

Ms Vella does this work under the banner of Save A Horse Australia, a self-funded project she began in 2002 that's since become a registered charity supported by hundreds of people across Australia.

The charity's critical cases are now sent to a newly founded Thagoona sanctuary before being assessed and fostered or adopted.

"Since starting, we've got 503 horses that are in our care or have been adopted out," she said.

"There are too many to rescue all of them though; once, over five days, we turned down 18 horses and accepted one.

"Most of our horses are now surrenders; we don't go to sales as much anymore because we're already full.

"We've also lost 27 horses we've tried to save - we've had to put some down that have severe injuries, and some have died a couple of days after we've got them because their bodies have started to shut down."

Ms Vella said it was heart-rending to accept that only a small number of horses could be saved.

"It drains your energy," she said.

"You have to focus on the ones you save."

The animals recovering at Thagoona help to affirm Ms Vella's mission.

Chyanne, aged 38, and Jet, 33, are the veterans of the sanctuary.

The two old horses won't be adopted out because of their age; instead, they'll live at Thagoona and help to calm down new arrivals.

"Jet's also missing an eye... when we got him he had an eye ulcer that was really, really deep and the vet said it would be best to take the whole eyeball," Ms Vella said.

Most of the other horses will only be here temporarily.

"Promise has been here since October. We paid $180 for her at the Gympie sales," Ms Vella said.

"She's got a deep wound on her leg and bone damage, so it'll take up to a year until she's healed."

Once rehabilitation is complete, horses are adopted out on a welfare contract and checked every three months.

The adoption cost is less than each animal's initial vet check, Ms Vella said.

"It costs about $11,000 a month to feed and treat all the horses in our care," she said.

"Horse ownership isn't cheap and there are lots of different costs, and our costs are even greater because of the extra vet care the animals require."

A team of scientists has combed through 20 years of data to arrive at what it says is the first comprehensive report on how much ice Greenland and Antarctica are losing as the global climate warms ? and how much this trend has contributed to sea-level rise.

Previous studies, done over certain parts of these regions and over various time periods, had led to disagreement concerning these questions. Some studies showed catastrophic ice loss, and others showed a small net gain.

The team reporting in Friday's issue of the journal Science says that when these data are synthesized and looked at holistically, as this report does, the apparent contradictions disappear and a single picture emerges.?

The fuller picture suggests that, collectively, the ice sheets that cover Antarctica and Greenland are now losing three times as much ice each year as they did in the 1990s. All told, they lose about 344 billion tons of ice annually ? about in the middle of previous estimates.

These losses push up sea levels about 1 millimeter (0.04 inches) a year. Since 1992, the trend has contributed 11 millimeters (0.43 inches) to sea-level rise ? about 20 percent of total sea-level rise during that time, the team says.

Scientists say it will take years to develop models that can forecast how sea levels will fare by the end of the century.

?It remains unclear if such losses will decline or will level off or will accelerate further," says Ian Joughin, a glaciologist at the University of Washington in Seattle. "The melting needs monitoring to further understand the ice sheet processes leading to the change.?

The findings show that two thirds of the annual ice loss is from the Greenland sheet. Indeed, Greenland is losing five times as much ice each year as it did in the 1990s.

Antarctica provides a more nuanced picture. In East Antarctica, which holds at least four-fifths of the continent?s ice, the mass ice forms are stable ? actually gaining slightly during the past 20 years. But these gains are eclipsed by losses in West Antarctica and on the Antarctic peninsula, which yield a net loss of ice for the continent annually and account for the remaining third of total annual ice-sheet loss detailed in the study.

The report is a ?milestone,? because it provides a more precise estimate of ice-sheet losses, the researchers said during a Wednesday teleconference. Previously, scientists had to sort through as many as 30 independent data estimates collected over 50 years, and these often produced the conflicting results, said Andrew Shepherd of the University of Leeds in Britain, a project leader.

The report also offers new clarity on sea-level rise. A 2007 report by the UN's Intergovernmental Panel on Climate Change (IPCC), for example, observed the reduction in size of the ice sheets, but was not conclusive about its effects on sea levels.

Moreover, establishing a 20-year record of the ice sheets will help scientists understand the dynamics of what is going on. ?We thought we understood ice sheets ? but we realized we didn?t understand the physics of ice sheets very well,? said Erik Ivins of NASA's Jet Propulsion Laboratory in Pasadena, Calif., and another team leader

Ice sheets are one of several main drivers of sea-level rise. The others ? which account for the other 80 percent of sea-level rise ? include the melting of glaciers and the fact that water expands as it warms, meaning seas are expanding somewhat as the atmosphere heats up. By contrast, the melting of polar sea ice has no direct effect on sea levels, since the ice is already in the water.?

Researchers warn that the 11 millimeters added to sea levels by declining ice sheets since the 1990s might not sound significant, but it could be ? and the storm surge from hurricane Sandy pointed to some concerns.

?We don?t fully understand or appreciate yet the physics involved in storm surges. When you have 11 millimeters of increase in sea level, it?s still a lot of mass,? says Dr. Ivins. ?Small changes in sea levels in certain places mean very big changes in the kind of protection of infrastructure that you need to have in place.?

Nexus 4 SIM card

This one's super basic, but we've had enough people ask, so here's how to install the SIM card on the Nexus 4.

With the phone's display facing you in your hand, look on the left-and side. (If you see "Nexus", you're looking at the back, and so the SIM card tray will be on the right.) Look just below the volume rocker, and you'll see a little pinhole next to the SIM card tray.

In your Nexus 4 box there's a little metal SIM card tray ejector tool thingy. Kinda looks like a circle with a little pin sticking out of it. Press is straight into that pinhole, and the SIM card tray will pop out.

There's only one right way to insert the SIM card into the tray. Look for the notched corner, and make sure it matches up with the notch in the tray. The slide the tray back into the phone. (The printed side of the card faces the same direction as the front of the phone; the gold contacts face the rear.

You'll need to reboot once you've got the SIM card installed. But after that, you're golden.

When it comes to rallying the troops, bonuses aren?t always?the best way to go --?or the cheapest.

As common as holiday bonuses are, some workplace experts argue that the little something extra some?companies tack onto paychecks come December isn?t the greatest way to say thanks for a job well done.

?The $500 bonus check is a sugar rush,? says Razor Suleman, chairman and chief evangelist at Achievers, a company that sells employee rewards and recognition software. ?You?re happy when it hits; you pay for your January credit card bills. But you don?t feel it.?

Pay annual year-end bonuses long enough and employees start to feel entitled to them regardless of how they have performed, Suleman says.

Others agree. Using money to motivate people doesn?t work, especially if they anticipate the reward before they?ve finished the task, Edward Deci,?a University of Rochester human motivation psychologist, says in this Entrpreneur.com blog post.

Companies do better at engaging workers if they pair bonuses with employee recognition programs, according to a recent Society of Human Resources Management/Globoforce survey. Companies that spend 1 percent of payroll on programs that publicly call out employees for above-average performances see an 85 percent positive impact on worker engagement, and 61 percent hang onto workers longer, according to the survey.

Acting on employees? suggestions is just one way companies can recognize and reward workers in addition to or in lieu of year-end bonuses -- and not spend a lot doing it.

At the Las Vegas Cosmopolitan Hotel, for example,?employees get three minutes to pitch new business ideas to the?company?s executives a la ?Shark Tank,? an ABC television series in which budding entrepreneurs pitch their ideas to potential investors. In the past two years, the hotel has adopted more than 70 suggestions from staff members, including creating an internal mentor program and starting a ?Costar Closet? employees can use to swap household items and clothing they no longer need,?according to Alyssa Anderson, a company spokeswoman.

Companies can please employees by keeping communications open between managers and subordinates, and between co-workers, says Robert Levering, co-founder of Great Place to Work Institute, publisher of annual lists of exemplary U.S. employers. The real distinguishing characteristic of great places to work ?is the level of trust, how much employees trust the management,? Levering says.

Here are other ways companies can show the love to employees and not break the bank:

Create a formal employee recognition plan. A plan doesn?t have to be complicated. It could be praising that week?s all-star performers at the end of a routine meeting, or recognizing stand-out employees at a monthly town hall or in a company newsletter.

Praise peers in public. At Achievers, staff meetings end with employees sharing something about one of their co-workers? accomplishments. ?It costs the company nothing, and it leaves (employees) with a different level of enthusiasm,? Suleman says. ?Recognition is free, that?s the brilliance of it. Every company can afford free.?

Don?t wait until December to pay bonuses. If you have money set aside for bonuses, pay it out a little at a time throughout the year instead of in one lump sum at the end.

Offer rewards that employees value. If companies offer a recognition plan that includes financial rewards, make sure they?re rewards that employees perceive to be high in quality and financial value, according to a study from human-resources researcher Bersin & Associates. Forget one-size-fits-all prizes; employees want a say in the types of rewards they get, according to the Bersin & Associates survey.

Offer flexible schedules. Another way to recognize employees: Offer them more flexibility. Employees want more work/life balance, whether they?re parents juggling caring for kids and aging parents, or older employees who want to work part time, Levering says.

Provide challenging work. Interesting work is a more powerful incentive than money, says?Charalambos Vlachoutsicos, an adjunct professor at Athens University, in this Harvard Business Review blog post. As an example, Vlachoutsicos shares how he once helped a Russian sawmill with an employee whose bad temper and drinking caused problems for his foreman and co-workers. The man also was the mill?s only employee with certain technical skills, so Vlachoutsicos put him in charge of running a new machine -- and he rose to the occasion. ?When you're thinking about ways to motivate your work?force, always acknowledge and praise their worthwhile contributions and try to find out more about their interests, their backgrounds, their skills,? Vlachoutsicos writes. ?These will give you insight into their non-financial, intrinsic motivations.?

Let employees share recognition on their social networks. Companies can use social media-style internal networks or smartphone apps such as Achievers, iAppreciate, GiveaWow and Sparcet to give digital shout outs to employees. On some of these networks, employees can display awards on their profiles and share them with friends on public social networks such as Facebook and Twitter.

KANSAS CITY, Mo. ? A charter school superintendent from Kansas City is traveling to the Dominican Republic to help out a school there. But he?s not helping them with academics or school administration. What he?s doing requires a bit more sweat.

Danny Tipton is the former principal at Hogan Prep High and is now superintendent of the newly expanded Hogan School District. He?s been selected as one of 40 secondary school professionals heading to the Caribbean on a very special service mission. He?s not going there to teach them about how he runs his school here. He?s actually going to learn about building a school brick by brick.

?Actually laying bricks, mixing concrete, and whatever else they ask us to do,? says Tipton, ?but it?s all manual labor.?

The mission trip is part of the Lifetouch Memory Mission. Last year volunteers started construction of the new school in a rural area, and this year Tipton and 40 some volunteers will add new classroom space.

?It?s in a rural area of the country and they had a need to provide an education for their kids and a place for them to go to school,? said Tipton. ?Obviously education is important to me.?

Kids at Hogan High are supporting the cause too. They paid two dollars to wear hats at school on Monday and the money helps pay for bricks and cement. They?re excited to help support the cause.

?Kids everywhere need a good education no matter where you are, it?s really important,? said Jessica Harvey, Hogan senior.

?I think it?s a wonderful thing that my principal is helping build a school so they can get an education,? said Kwan Laury, senior.

Tipton says he?s taking Hogan t-shirts to give to the kids there and he hopes to come back with a greater understanding of the community and schools. He hopes his students learn from this too.

?If we live in a global society we need to make sure our neighbors are taken care of as well as ourselves,? he said.

Tipton leaves for the Dominican Republic Tuesday morning.

The American Gaming Association on Monday issued a press release about their launch of a campaign to get the U.S. Congress to pass an online poker bill as soon as possible.

The release indicates that it ?supports the general provisions? of the joint proposal of Sens. Harry Reid of Nevada and Jon Kyl of Arizona. This means that online poker would be in, and all other casino game online versions such as slots or baccarat, etc would be out (UPDATE: although the likelihood of this bill?s passage is lame-duck session seems to be dwindling).

That would stifle New Jersey?s efforts to offer a much broader menu of online gaming options.

Here?s the text of the release:

?Without Congressional action, the U.S. is poised to see widespread legalization of all types of online gambling and a state-by-state patchwork of regulations that puts gaming patrons, problem gamblers and minors at unnecessary risk. The AGA effort encourages Congress to introduce and pass a bill and includes the release of an informational video, an outreach campaign to educate lawmakers and other stakeholders, and a combination of earned and social media to increase awareness of the issue.

Last December, the Department of Justice released an opinion on the 1961 Federal Wire Act stating that it bans only sports betting and not other forms of online wagering. Since that time, individual states across the country have moved quickly to advance various forms of online gambling. According to the AGA, states should have the choice of whether to license and regulate online poker, but without a set of federal minimum standards, gaming patrons, problem gamblers and minors are put at an unnecessary risk. Passing this bill would eliminate that risk by establishing a set of federal guidelines for regulated, licensed, and legal online poker?a game of skill?in those states that choose to offer it.

?Without swift congressional action, the U.S. will soon see the largest expansion of legal gambling in its history,? said Frank J. Fahrenkopf, Jr., president and CEO of the AGA. ?And without any federal guidelines in place, the result will almost certainly be inadequate oversight that creates a world of unnecessary risk and problems for law enforcement and U.S. consumers.?

While the AGA does not know if this represents a final version of legislation to be proposed, it supports the general provisions outlined therein.

?Congress must establish federal minimum standards that address consumer protection, prevent underage gambling, promote responsible gaming and provide help for those with gambling problems,? Fahrenkopf said. ?It must also provide a regulatory structure allowing for Native American casino operators?who will never agree to be regulated by the states?to be involved, and clarify and restore federal law so that law enforcement communities have the tools necessary to prosecute illegal online gambling operators.?

Throughout the remainder of the current session of Congress, the AGA is reaching out to lawmakers to increase support for legislation and ensure that members of Congress have all the facts about the threat posed by inaction at the federal level. Also, through social media and traditional Capitol Hill news outlets, the AGA plans to maximize awareness of the need for Congress to act.

Speak to brokers at several different investment firms. Find one you feel comfortable working with. Just remember that brokers are paid by commission, not salary. Their loyalty is first to themselves and secondly to their investment firm. You are number three.

At the very least they should ask you about your appetite for risk, whether you expect to increase your income over the next few years, and your tax bracket. They should be willing to spend at least 35 to 40 minutes asking you questions to learn about your financial life. They should also offer several options, not just specific stocks, bonds, or mutual funds. Some stocks, bonds or mutual funds pay the brokers higher commissions than other investments. If they push specific investments, find a different broker.

Once you find a broker and an investment firm you?re comfortable with, they will give you a paper to sign. They will handle the rollover for you.

LOS ANGELES (AP) ? After rolling around the Martian plains for more than eight years, the Opportunity rover finally found a spot believed to be rich in clay minerals, scientists said Tuesday.

Orbiting spacecraft previously detected the presence of clay-bearing deposits at a huge crater in Mars' southern hemisphere. Using that information as a guide, the six-wheel, solar-powered rover drove around the rim and encountered light-colored rocks never before seen in past explorations.

"This is the sweet spot," said mission chief scientist Steve Squyres of Cornell University. "This is the place where the orbital data tells us that the clays are present."

Squyres provided the update at a gathering of the American Geophysical Union in San Francisco.

Clays are important because they hold clues about the past Martian climate. They form in watery environments that are not too acidic and not too alkaline ? in other words, conditions that might have been more suitable for microbes.

Since landing in 2004, Opportunity has logged 22 miles, poking into four impact craters. The latest destination ? Endeavour Crater ? is the largest yet and contains the oldest deposits. Scientists believe the light-hued outcrops along Endeavour's western rim contain clays and will spend the next several months conducting experiments at the site before heading south to a region where a mother lode of clay minerals is thought to exist.

Opportunity previously uncovered geologic evidence of a more tropical past unlike today's frigid and radiation-scarred landscape. But Squyres said the minerals uncovered so far point to a more acidic environment. The clays, however, formed "in water you could drink" that had a neutral pH, he said.

Opportunity is not the only Mars rover chasing clays. NASA's newest spacecraft, the car-size Curiosity, is set to trek early next year to the slope of a mountain near the equator that's thought to have stacks of clay layers.

TBILISI (Reuters) - Georgia's interior minister defended the arrests of a raft of former state officials since the new government took power, responding to concerns raised by Europe and the United States of a political witch-hunt.

More than 20 ex-officials have been arrested and some charged with abuse of power since a coalition led by billionaire Bidzina Ivanishvili, who is now prime minister, ousted the party of President Mikheil Saakashvili in an October 1 election.

Interior Minister Irakly Garibashvili denied the arrests were part of a settling of political scores in the former Soviet republic, a transit state for Caspian oil exports to Europe.

"Not a single arrest has been carried out because of political motives. We are restoring justice and telling the truth to our society with each of these arrests," the 30-year-old minister told Reuters in an interview at the weekend.

"There should not be privileged castes in this country anymore," he said. "If we find out that someone committed a crime, no matter who this person is, whether he is from our ranks or one of our political opponents, we'll hold everyone accountable to the full extent of the law."

Officials arrested since the election include Garibashvili's predecessor as interior minister, one of his deputies and two military commanders. The charges the officials face range from abuse of power to illegal confinement.

NATO and European Union leaders upbraided Ivanishvili over the arrests when he visited Brussels last month to try to bolster ties with the West and shake off opposition accusations of being pro-Russia.

Last week the United States warned Georgia not to follow the path of Ukraine into an era of political witch hunts. [ID:nL1E8MTF4V] Western governments have called for investigations to be transparent and fair.

Despite the criticism, the Interior Ministry questioned former Prime Minister Vano Merabishvili on Saturday on suspicion of using a forged document and attempting an illegal border crossing. Merabishvili described it as part of a campaign of intimidation against former officials.

But Garibashvili's comments signaled the government would continue to pursue former officials suspected of committing crimes. He did not rule out pursuing former senior officials who left Georgia after the election.

Reforms weakening the president and strengthening parliament are to take effect after a presidential vote next year in which Saakashvili is barred from running.

But he is head of state for now and Europe and the United States, which eye any Russian influence in Georgia warily, have called for cooperation between Ivanishvili and Saakashvili during the period of cohabitation.

MINISTRY MAKEOVER

Saakashvili curbed petty corruption after coming to power nine years ago. Georgia had the best record among lower middle-income countries in terms of absence of corruption, regulatory enforcement, civil justice and criminal justice, according to the World Justice Project's Rule of Law Index 2012 report.

But crackdowns on street protests against his rule in 2007 and 2011 fueled opposition allegations that Saakashvili was authoritarian and used the police to punish opponents.

Garibashvili said U.S. instructors would help the new government conduct a "rebranding" of the Interior Ministry and retrain police officers.

"Our society's attitude to the police will change in the coming months as the police were very politicized in the last few years and were just a tool of a former ruling team."

He said the ministry's Special Operative Department and Constitutional Security Department, which Saakashvili's critics said targeted political opponents, had been disbanded.

But he said there would be no purge, saying that fewer than one percent of the ministry's more than 40,000 employees had been sacked or moved to new positions since he took over.

ScienceDaily (Dec. 3, 2012) ? The amazing electrical, optical and strength properties of graphene, a single-atom-thick layer of carbon, have been extensively researched over the last decade. Recently, the material has been studied as a coating that might confer electrical conductivity while maintaining other properties of the underlying material.

But the "transparency" of such a graphene coating to wetting -- a measure of the degree to which liquids spread out or bead up on a surface -- is not as absolute as some researchers had thought. New research at MIT shows that for materials with intermediate wettability, graphene does preserve the properties of the underlying material. But for more extreme cases -- superhydrophobic surfaces, which intensely repel water, or superhydrophilic ones, which cause water to spread out -- an added layer of graphene does significantly change the way coated materials behave.

That's important, because these extreme cases are generally of greatest interest. For example, coating a superhydrophobic material with graphene was seen as a possible way of making electronic circuits that would be protected from short-circuiting and corrosion in water. But it's not quite that simple, the new research shows.

The findings were recently published in the journal Physical Review Letters by professors Daniel Blankschtein and Michael Strano, graduate student Chih-Jeh Shih, and three other MIT postdocs and students.

Blankschtein, the Herman P. Meissner '29 Professor of Chemical Engineering, has studied wetting properties for a long time. He had not previously examined graphene, but decided to explore its wettability now that it's a material of great interest to researchers.

Because graphene's transparency to wettability turned out not to be perfect, Blankschtein says, "this finding may be viewed as a negative result." But, he adds, "it is nevertheless extremely important to the scientific community, because it [shows] what can actually be accomplished in practice."

Most electrically conductive materials, he points out, are hydrophilic: Water spreads readily on them, thoroughly wetting the surface. "On the other hand," he says, "for many electronic and military applications, it is important to fabricate hydrophobic, electrically conductive surfaces." And while graphene's transparency to wettability is not perfect, it may still be good enough for such applications, he says.

This research, which included both theoretical modeling and experimental confirmation, shows that by depositing a large graphene sheet, grown by a process called chemical vapor deposition, on another material's surface, "it would be possible to induce electrical conductivity on the surface, while partially preserving the desired surface wetting behavior," Blankschtein says. In fact, he adds, the contact angle of such a surface -- the measure of how well it prevents wetting -- "is believed to be one of the highest attainable on a flat, electrically conductive surface to date."

Shih, the lead author of the paper, says, "We have demonstrated that the wettability of a transparent, graphene-coated surface can be manipulated without undermining its thermal/electrical conductivity." That's useful because "in general, conductive surfaces have very high wettability due to their high surface tension, and it is generally very challenging to produce a thermally/electrically conductive surface with tunable wettability" -- wettability that can be controlled almost at will.

The team describes this partial transmission of the underlying characteristics as "translucency," rather than transparency, of wettability.

By selecting a particular combination of an underlying material with a graphene coating, different combinations of electrical, optical and wetting characteristics can be achieved, Shih says: "People can control the wetting properties of the substrate ? this breakthrough successfully decouples the conductivity and wettability of a material."

What's more, this opens up new possibilities for practical devices, because the materials involved are already widely used in industry, Shih says: "Due to its compatibility with today's semiconductor processes, many exciting opportunities may be pursued in the areas of microelectronics, nanoscale heat transfer and microfluidic devices -- to simultaneously engineer desired wettability, heat transfer and electronic transport."

Blankschtein emphasizes that in addition to the potential applications, "I'm excited about this from a fundamental point of view." It shows, he says, that "you can't assume that you can just take a substrate and drop graphene on it without perturbing the wetting behavior." By understanding this complex behavior, "we can learn how to take advantage of that."

The work, which also involved MIT postdocs Qing Hua Wang, Shangchao Lin and Zhong Jin and graduate student Kyoo-Chul Park, was supported by the Office of Naval Research, the National Science Foundation and MIT's Institute for Soldier Nanotechnology.

NEW YORK -- Delta Air Lines Inc. is mulling the purchased of a 49 percent stake in British airline Virgin Atlantic Airways from Singapore Airlines Ltd., according to media reports.

The remaining 51 percent of Virgin Atlantic is owned by billionaire Richard Branson, who founded the airline in 1984.

Singapore has been considering selling its stake in Virgin for several years and has talked with Delta about a sale in the past, according to the Wall Street Journal.

Virgin has been looking for a possible suitor, too. It hired investment firm Deutsche Bank in 2010 to explore its options.

Buying Virgin is attractive to a carrier like Delta because of its potential to unlock more access to London's Heathrow airport, a key international gateway. Virgin is the second-biggest airline there after British Airways.
