UN chief scolds world powers on Syria as fighting rages

UN chief Ban Ki-moon warned world powers they must overcome their rivalries to put an end to the "proxy war" in Syria, as deadly fighting raged in Damascus and the country's second city Aleppo.

Ban spoke on Friday ahead of a UN General Assembly vote that overwhelmingly condemned the Security Council for its failure to act and slammed President Bashar al-Assad's use of "heavy weapons" in the nearly 17-month civil war.

Shells rained down on rebel positions in Aleppo as fighting was reported in Syria's commercial capital and in Damascus, with the Syrian Observatory for Human Rights reporting at least 70 people killed across the country.

At the same time, new weekly anti-regime protests were held across Syria in solidarity with the eastern province of Deir Ezzor, which troops have pounded for weeks.

The day's slogan was "Deir Ezzor -- victory comes from the east", and the Observatory reported claims that 70 percent of the strategic oil-producing province that borders Iraq was now in rebel hands.

In Aleppo, hundreds gathered in Al-Shaar neighbourhood chanting: "The people want the execution of Bashar!" and "The people want freedom and peace," an AFP reporter at the scene said.

As jet fighters and helicopter gunships swooped over the city, the Observatory reported demonstrations in several neighbourhoods and fierce clashes in the rebel-held Salaheddin district.

A Syrian security source said troops were "testing the terrorists' defence systems... before annihilating them by carrying out a surgical operation".

In Moscow, the Russian foreign ministry expressed serious concern over rebel attempts to gain control of Aleppo and condemned foreign nations for providing the opposition with military supplies.

"Moscow is very worried by the dangerous development in the situation, the violence and provocations aimed at expanding the scope and the cruelty in the civil war," the ministry said.

The Observatory also reported protests in the Kurdish region of Hasakeh, Daraa province in the south and in the northwestern province of Idlib, where one demonstrator was shot dead.

Also in Idlib, five rebels were killed in an army ambush, the Observatory said, while the official SANA news agency said regime forces killed 17 "terrorists" in Aleppo.

In Damascus, six civilians were killed as loyalist forces moved on rebels a day after shelling killed 21 civilians at the Palestinian refugee camp of Yarmouk, the Observatory said.

At the General Assembly, Ban evoked the UN's failure in the 1995 Srebrenica massacre in Bosnia and warned the divided Security Council that "the immediate interests of the Syrian people must be paramount over any larger rivalries of influence".

The secretary general said growing radicalisation and extremism had been predicted at the start of the conflict in March 2011.

"The next step was also forewarned: a proxy war, with regional and international players arming one side or the other. All of these dire predictions have come to pass," Ban told the General Assembly.

He turned his fire on the Security Council, which he said had become "paralysed" by divisions over Syria. "Now, with the situation having worsened, they must again find common ground," Ban said.

After his address, the General Assembly overwhelmingly passed a Saudi-drafted resolution criticising the Security Council's failure to act and condemning Assad's use of heavy weapons.

The resolution said members deplored "the Security Council failure to agree on measures" to make the Syrian government carry out UN demands to end almost 18 months of fighting.

The resolution, which condemned President Bashar al-Assad's use of "heavy weapons including indiscriminate shelling from tanks and helicopters", was passed by 133 votes with 12 countries against and 31 abstaining.

"Despite the continued opposition of an increasingly isolated minority, the overwhelming majority of UN members clearly stands resolutely with the Syrian people," commented US ambassador Susan Rice after the vote.

The French and British governments also welcomed the resolution. The vote shows that "the international community condemns the massive and systematic violations of human rights in Syria and the use of arms of war by the regime against its people", said France's Foreign Minister Laurent Fabius.

But Russia's UN ambassador Vitaly Churkin warned it gave "blatant" support to Syrian rebels and that its backers were the countries providing "mercenaries and arms" to the opposition.

China's deputy UN ambassador Wang Min said pressuring only the Syrian government will "cause further escalation of the turmoil and let the crisis spill over to other countries in the region".

Russia and China have so far vetoed three Security Council resolutions on Syria.

Syria strongly opposed the resolution and its UN envoy, Bashar Jafaari, accused Saudi Arabia, Qatar and other Gulf states of arming rebel groups.

The ambassador said he and his family had been the target of death threats.

"There have been several threats of murder against me and various Syrian diplomats from sites that exist in Saudi Arabia and Qatar and the United States," he told the General Assembly.

While US envoy Susan Rice welcomed the vote, many countries expressed reservations. South Africa, which voted in favour, said the resolution should have been tougher on the Syrian opposition.

The head of the opposition Syrian National Council said the resolution showed that the Assad regime had lost legitimacy.

"This vote confirms that... the international community does not believe in its legitimacy anymore," Abdel Basset Sayda told a news conference in Iraqi Kurdistan.

He also said Syrian rebels would not pull out of Aleppo. "The Free (Syrian) Army did not withdraw, and will not withdraw from Aleppo, and we are in contact with them to provide them with supplies," Sayda said.

Though the resolution is not legally binding, there was increased attention on the General Assembly action after the resignation on Thursday of UN-Arab League envoy Kofi Annan and the mounting battle for Aleppo.

Annan complained that a peace plan he negotiated never received the backing it deserved and voiced regret at the "increasing militarisation" of the conflict.

Robert RichardsonIn an exclusive interview with Holiday Home Times, Rob Richardson talks about his journey from Texas to Manila. He also shares his life as an expat in this tropical country and explains why ?it?s more fun in the Philippines?.

The interview?

Please tell us something about your background ? personal and professional.
I?m an American who grew up in Texas. I came to the Philippines probably around April of 2005. I was recruited by the US to be the director for a company called Branders.com. Now, I?m currently the Site Director for RingCentral Manila.

When did you decide to settle in the Philippines? What went through your mind while taking this decision?

It was a major decision. I was making a career change from a proprietor to a school background. But then I got tired and wanted to do something different so I started searching all the network companies making a career move. I wanted to feel what it?s like to live in a different country, learn their culture and lifestyle. The original plan was only 1 year then go back to the company that hired me which is Branders and go back to the states. It just so happened that after the 1st?year, I wanted to stay here so 1 year became 3 years then RingCentral opened a better opportunity for me. It?s been over 7 years now.

How would you rate the Philippines as a tourist destination? How would you compare it with other tourist destinations in Asia?

I have traveled around the world. I?ve been to Africa, Europe, South America, Central America and pretty much all over the world. What I have seen here is you have all the best beaches. It?s more of a tourist-friendly country. You do have the most beauty to offer. Another advantage you have is that the people here speak English. Since it?s your second language, it will make for a better opportunity for tourism.

For a visitor coming to Manila, what are the places to visit and activities to enjoy here?

I?ve visited a lot of places. I?ve been to Mindanao. All over Luzon. I?ve actually took a week from work last 2008. I rode my motorcycle in the entire loop of Luzon. From here in Manila all the way to Subic to Cagayan Valley, etc. You have a pretty country.

How is the nightlife of Manila? Where do you ideally hangout during the weekends?

It?s good. The problem is I never had time to go and enjoy it because I am always at work. I?m a pretty simple guy and I usually prefer to socialize where Filipinos hang out. I do spend some time in Makati Pubs, but I would actually prefer a simple yet nice place like Metrowalk.

What about restaurants? Are there any good restaurants/pubs you can recommend?

For me, I spend a lot of time in T.G.I. Friday?s and also I enjoy eating in Chili?s. Of course I?d still prefer my American food. These two restaurants are really high up on my menus.

Can you name some of the good vacation home/residential projects in Manila?

I?m living in a condo in Ortigas Center. I don?t have a vacation home or residential projects here in Manila. But I?ve been looking and planning to purchase one in Batangas and one in La Union. The positive thing about it is that it?s within driving distance from Manila.

For an expat wanting to retire in the Philippines, what are the basic things he should look out for?

They should coordinate with the immigration here. Arrange their papers ahead to save time. Financially, they should be ready of course because sometimes there is a lot of added fees that you are not expecting.

Can you tell us about the rules of expat property ownership in the country?

I?m a little unclear on the property ownership and the immigration turnover and stuff. But, I would prefer to own a house and a condo. Privacy and security wise, I would prefer it.

Any tips for expats wanting to settle in the Philippines in general?

The Philippines offers great alternatives to retire, like for example in Davao. They don?t have overpopulation problems, pollution problems and they have a very low cost of living. Of course, when you retire you need to have a fixed income and be stable financially so that you can live an extravagant life and travel around the country.

The science of running: Follow the bouncing ball

ScienceDaily (Aug. 2, 2012) ? Muscle size, genetics and training are among the countless factors that separate Olympic sprinters from the average person. On a fundamental level, however, the mechanics of running are the same for all humans. In fact, they're basically identical for animals too.

"Science has shown that running is very similar to a bouncing ball," says Young-Hui Chang, an associate professor who oversees Georgia Tech's "running lab," officially called the Comparative Neuromechanics Laboratory. "When humans, horses and even cockroaches run, their center of mass bounces just like a pogo stick."

This bouncing effect, Chang explains, means that the hip, knee and ankle joints all flex and extend at the same time when the foot hits the ground. Many of the leg muscles are turned on simultaneously, creating force and propelling the runner into the air.

"The greater the force, the greater the speed," said Chang. "Sprinters and coaches are constantly studying ways to move leg muscles and joints as quickly as possible so that a runner can hit the ground as hard as possible."

Elite runners and weekend joggers are able to consistently land with the same force, step after step. However, Chang's research reveals that a stride is just like a fingerprint: no two are exactly alike. The torque generated by each joint is never the same. As a result, your legs have a mind of their own.

"Your knee, for example, automatically adjusts its own torque, each step, based on what the ankle and hip do," said Chang. "All of this happens without your brain getting directly involved. Your joints 'talk' to each other, allowing you to concentrate on other things, like having a conversation or watching for cars."

By studying how joints adapt to one another, Chang and his team will soon work with amputees to hopefully improve movement for people with prostheses. The researchers are also using their running studies to understand how people walk.

"It may seem backwards to fully understand the nuances of running before we study walking, but walking mechanics are actually more complex. Different muscles are activated at different times in a gait cycle. Joints don't move in unison. There is no 'bouncing ball' phenomenon for walkers."

Chang is an associate professor in the School of Applied Physiology in the College of Sciences.

Dems reject GOP move to force layoff notices

WASHINGTON (AP) ? Senate Democrats rejected a Republican effort to force defense contractors to send out notices of possible job layoffs four days before the election, calling the move politically driven and purely speculative based on looming spending cuts.

The Senate Appropriations Committee voted 17-13 against an amendment by Sen. Lindsey Graham, R-S.C. The provision would have overturned Labor Department guidance this week to federal contractors that they do not have to warn their employees about potential layoffs from the automatic, across-the-board cuts that kick in Jan. 2.

A 1980s law, known as the WARN Act, says those notices would have to go out 60 days in advance of the cuts, which would put them in workers' mailboxes four days before the Nov. 6 election.

The guidance letter said it would be "inappropriate" for employers to send such warnings because it remains speculative if and where the $110 billion in automatic cuts might occur. About half the cuts would be in defense.

"This is bad policy, not necessary and appears to serve a political agenda," Appropriations Committee Chairman Daniel Inouye, D-Hawaii, told Graham and the panel.

Graham insisted the cuts aren't speculative but rather the law. He quoted from then-Sen. Barack Obama, who in 2007 pushed legislation calling for 90-day notices for employees of potential layoffs.

"Contractors are not the problem. We're the problem. We created this mess," Graham said, arguing that the notices would force Congress to come up with an alternative to avert the automatic cuts.

President Obama and congressional Republicans agreed last summer to a deficit-cutting bill that includes a mechanism that would trigger across-the-board cuts to defense and domestic programs totaling $1.2 trillion over 10 years.

Ratcheting up the political pressure, presidential candidate Mitt Romney and fellow Republicans have accused Obama of shirking his duty as commander in chief by failing to negotiate with Congress on a way to avoid the cuts. Democrats counter that Republicans, who voted for the cuts, must consider higher taxes on the wealthy as part of an alternative to the reductions.

Graham suggested that Obama call Sen. John McCain, the top Republican on the Armed Services Committee and the 2008 presidential nominee, to work out a compromise.

Questioned about that idea, White House spokesman Jay Carney said Obama "believes that if Republican leaders were to tell him that they were ready to support the basic principles that we need to address our fiscal challenges in a balanced way, then we could move forward with a plan for deficit reduction that doesn't just cut spending, doesn't just reform entitlements, but also asks everyone to pay their fair share."

"We could get this done very quickly," Carney said.

Adding to the political recriminations is the possibility that major defense contractors such as Lockheed Martin Aeronautics Co. would notify its 120,000 employees of possible cuts the Friday before the election, effectively giving it a say in the outcome of the presidential race and congressional contests.

The White House fears this could hurt Obama's re-election chances in states with heavy concentrations of defense workers, such as Virginia.

Graham and two other Republican senators ? McCain and Kelly Ayotte of New Hampshire ? spent two days this week in the battleground states of Florida, North Carolina, Virginia and New Hampshire, warning voters of job losses from the automatic cuts.

In fact, Deputy Defense Secretary Ashton Carter told Congress on Wednesday that the cuts wouldn't affect money already in the pipeline for defense contractors.

Inouye suggested it was far-fetched that Lockheed Martin would fire all its employees.

Lockheed Martin is the builder of the F-35 stealth fighter, the costliest aircraft ever. The next-generation fighter jet has been troubled by schedule delays and cost overruns. Ten years in, the total F-35 program cost has jumped from $233 billion to an estimated $385 billion. And, recent estimates say, the entire program could exceed $1 trillion over 50 years.

The committee vote came as the panel approved a $604 billion defense spending bill that reverses proposed Pentagon cuts in Air Force personnel and equipment. The vote was 30-0.

The measure would provide $511 billion for the base budget and $93.3 billion for the war in Afghanistan in the fiscal year beginning Oct. 1 as the committee moves money to war funding to meet the budget caps.

The bill is nearly $29 billion less than current spending.

The legislation provides $800 million to halt the Air Force's planned cuts. In its budget proposal, the Pentagon called for a cut of 5,100 troops from the Air National Guard, 3,900 from active duty and 900 reservists as well as 134 aircraft. That proposal met stiff resistance from the nation's governors and members of Congress.

Men's Squash Welcomes Four-Member Class of 2016

ITHACA, N.Y. ? Men's Squash will welcome four newcomers to its 2012-13 team, Head Coach Mark Devoy announced today. Graham Dietz, Karan Kankariya, Geoff Keating and Abhijit Malik will join the Big Red, which returns seven of its 11 letterwinners from a historic season in which it placed fourth at the College Squash Association's Potter Cup for the first time in program history.

Dietz competed for four seasons at Saint Ann's School in Brooklyn, N.Y., earning the team's Scholar Athlete award. He was ranked 25th by U.S. Squash as of late June, and has international experience at Can-Am events. Dietz also played three years as an outfielder in baseball, also serving as a striker for the soccer team over the course of four seasons at Saint Ann's School.

Kankariya joins the Big Red out of Cupertino High School in northern California. He is from the California Squash Academy at Los Gatos Squash Club. Kankariya currently ranks 47th in the Boys' U19 national rankings, and he was ranked 23rd in U17 before graduating from that category.

Keating earned four letters with the squash team at The Potomac School in Maryland, serving as captain during his senior season while leading the team to its third Mid-Atlantic Squash Organization championship during his tenure. He was named a three-time most valuable player by National Capital Squash, also earning most improved player honors during the 2009-2010 campaign. Keating also played two seasons as a goalie with The Potomac School's soccer team. At Cornell, he will join his older brother, Bryan Keating, who has already earned two letters with the Big Red squash team.

Malik competed for six years, ascending to be the top-ranked player at Sanskriti School while also embarking on a successful junior career. He was ranked as high as fourth in India for junior players in 2011, including second in his state. He advanced to the U19 quarterfinals at India's Junior National Squash Championships in consecutive years, finishing seventh in 2010 and sixth in 2011. Malik also finished fifth at the 2011 Indian Junior Open, which earned him a ranking of 53rd in the Asian Junior Rankings as of June 2012.

The Big Red will kick off its season by hosting the Cornell Round Robin from Nov. 16-18 at Belkin Internation Squash Courts.
