In a 1998 book called Village Bells, Alain Corbin told us that village bells played an important social role in the practical communication of important events in 19th century France. For example, if it?s hosted on YouTube but in Flash (which is free for now, but maybe not forever.) Of course there are usually ways to download the additional technical requirements. But that can be hard to organise when you are tired after work, elderly, young, or just don?t know how.

One step in the right direction has been made by Belgium public broadcaster VRT by using MPEG DASH for standardised streaming of multimedia content across devices. Another step would be the development of HTML5 as the standard for the streaming of video and audio across territories and broadcasters in the EU. The standardisation of structuring and presenting content means there would be less fiddling around to find the right software, and an end to changes every time you cross a border.

There is a second change that should be considered, if not adopted.? In several countries outside the EU national broadcasters were heavily criticised for their broadcasting of the games, for reasons including the editing of content and time delays. It seems that when it comes to online coverage, people want choices. They want to be able to manoeuvre between events, languages, browsers, operating systems, and devices. Which is why it many find it too cumbersome to be searching for the right broadcaster or software in the middle of the event they want to participate in.? What needs to be adequately explored lifting the geolock on online coverage ? so viewers have full, real choices.

Simplyfing and standardising the technology we use to watch the games throughout Europe, as well as a removal of the geoblock which deters viewer from accessing live streams or coverage of the event in other EU member states are two measures which will further enable the International Olympic Committee?s primary broadcasting objective: ensuring as many viewers as possible are able to experience the games. (AP) ? Iran's supreme leader said Friday that emerging nations have a greater right than the West or United Nations to help resolve Syria's escalating civil war.

The comments appeared to reflect a hope by Iran to lead a diplomatic push over the crisis in its close ally Syria through the Nonaligned Movement, the grouping of 120 nations whose annual conference Tehran has hosted this week.

However, Iran has faced an uphill challenge in garnering support for Syrian President Bashar Assad. Some in the organization ? particularly Sunni Muslim majority nations ? are more sympathetic with the rebels, if not outright backing it.

Iranian Supreme Leader Ayatollah Ali Khamenei met Friday with Syria's prime minister, Wael Nader al-Halqi? and Damascus' delegation to the conference.

"The Nonaligned Movement definitely has more political right than the U.S., NATO or some European countries to intervene in the Syrian issue," Khamenei said. He did not elaborate on what kind of role the group should have.

Iran has hoped to use the nonaligned summit to counter Western efforts to isolate it over its nuclear program and also to head off foreign intervention in the Syrian crisis.

The U.N. and Arab League have both led ultimately failed efforts to negotiate an end to Syria's violence, in which thousands have been killed since early 2011. Turkey this week called for the U.N. to authorization creation of a safe zone in Syria for tens of thousands fleeing their homes. Britain and France have left open the possibility of more aggressive action, including a military-enforced no-fly zone to protect a safe area ? though that still seems a remote possibility.

But the Nonaligned Movement, an organization formed in the Cold War as an alternative to both the Soviet and U.S. blocs, has little cohesiveness or international weight now to push a Syria initiative. And its members are divided over Syria.

On Thursday Egypt's Islamist president Mohammed Morsi ? making the first visit to Iran by an Egyptian leader since the 1979 Islamic Revolution ? said in Tehran that Assad's "oppressive" regime has lost its legitimacy and that the world must stand behind the Syrian rebels.

Syrian delegates to the conference walked out during Morsi's speech.

Syrian Foreign Minister Walid al-Moallem on Friday complained of some nonaligned member states arming the rebels.

"Unfortunately, some regional countries, that are also members of the nonaligned movement, are providing weapons and military training as well as money to the armed groups to destroy Syria's infrastructure," he told Iranian state TV Friday.

Al-Moallem didn't name any country but last month he openly accused regional powerhouses Saudi Arabia, Qatar and Turkey of trying to destroy his country by supporting the rebels.

Iran, Syria's key remaining ally in the Middle East, has provided Assad's government with military and political backing for years, and has kept up its strong support for the regime since the uprising began in March 2011.

However, Tehran has urged Damascus to listen to the Syrian people's "legitimate demands" but has strongly opposed shipment of weapons to the rebels.

"The main culprits in the Syrian issue are those who have paved the way for flooding shipment of arms into Syria as well as financial support for the irresponsible groups," state TV quoted Khamenei as saying Friday. "The Syrian government should remove excuses from the opponents, continue political reforms and expose behind-the-curtain facts for the Arab public opinion."

Iran has already proposed a 3-month ceasefire to pave the way for national reconciliation talks between the Syrian government and the opponents.

Anti-regime fighters have dismissed any role for Iran in such a plan. The rebels say it has little hope of succeeding. Also, the United States has rejected Iranian participation in international meetings on the Syrian crisis.

(AP) ? Mitt Romney and Paul Ryan plunged headlong into the fall campaign Friday on a two-track mission to convince Americans that the GOP nominee is not only the right man to fix the economy but an all-around leader for the nation. Romney, hoping to project an aura of leadership, surveyed storm damage in Louisiana and declared "people down here need help."

President Barack Obama made plans for his own visit to the Gulf on Monday. And the president served notice that he will use his powers of incumbency to make Romney's mission hard: He underscored his record as commander in chief by paying a visit to troops at Fort Bliss in Texas, exactly two years after declaring the end of the U.S. combat mission in Iraq.

"Today every American can be proud that the United States is safer, the United States is stronger and the United States is more respected in the world," Obama declared, a throng of soldiers in fatigues providing the backdrop.

Fresh from the Republican National Convention, Romney met up with Louisiana Gov. Bobby Jindal on a highway south of New Orleans. The GOP nominee's motorcade of SUVs and trucks inched through water that was a foot or more deep at times, passing flooded homes and submerged gas stations as residents stood in water where there should have been lawns. The two talked about some of the challenges facing the surrounding community, and visited with local residents and National Guard troops providing assistance.

"I'm here to learn and obviously draw some attention to what's going on here," said Romney, in shirt-sleeves and blue jeans. "So that people around the country know that people down here need help."

At a farewell rally as he left Tampa, Romney kept his focus squarely on the economy. The GOP nominee said he and Ryan "understand how the economy works, we understand how Washington works. We will reach across the aisle and find good people who like us, want to make sure this country deals with its challenges. We'll get America on track again."

Ryan hopscotched from one electoral battleground to another ? Florida to Virginia ? declaring "67 days to go!" He told supporters in Richmond that after four years of economic troubles, it was time for change.

"If we stay on the same path, we'll get more of the same result," Ryan said.

Isaac left a wake of misery in Louisiana, with dozens of neighborhoods under deep flood waters and more than 800,000 people without power. While New Orleans was spared major damage, the storm walloped surrounding suburbs, topping smaller levees with days of rain and forcing more than 4,000 from their homes.

Asked what a private citizen can accomplish by visiting the Gulf, Romney spokesman Kevin Madden said the GOP nominee had talked with Gulf officials about focusing public attention on the region, "particularly the need for charitable donations and resources to aid relief efforts."

"The governor is in a position to help focus that public attention," Madden said.

Jindal, a Republican who canceled his speech at the GOP convention to tend to hurricane-related matters, said he'd invited Romney to come visit, and he's thrilled that Obama will come through, too.

"We're solely focused on the hurricane and the response," he said.

Senate Majority Leader Harry Reid, D-Nev., said in a statement it was "the height of hypocrisy for Mitt Romney and Paul Ryan to make a pretense of showing sympathy for the victims of Hurricane Isaac when their policies would leave those affected by this disaster stranded and on their own." He said the federal budget proposed by Ryan, and blocked by others in Congress, would have severely cut disaster funding.

Romney heads into the campaign's final days with his primary focus on jobs and the economy, and depicting Obama as a well-meaning but inept man who must be replaced.

"America has been patient," Romney said in his speech to the nation Thursday night. "Americans have supported this president in good faith. But today, the time has come to turn the page."

Among those who chose not to turn in: Obama. "He tends to consume his news the old-fashioned way, via print," said spokesman Jay Carney.

His wife, Michelle, said in an email appeal that she's "learned to shrug off what Barack's opponents say about him." But she told supporters "not everyone knows him as you and I do," and urged them to contribute money to help get the Democratic message out.

Ann Romney, for her part, made the rounds of Friday morning talk shows to offer her husband as the solution to the country's economic problems, and predicted that argument would hold sway with women who haven't voted Republican in the past.

Ann Romney said women tell her: "It's time for the grown-up to come, the man that's going to take this very seriously and the future of our children very, very seriously. I very much believe this is going to be an economic election, and I think a lot of women may be voting this cycle around in a different way than they usually are, and that is thinking about the economy."

Democrats gather in Charlotte, N.C., next week for Obama's convention. They hope the convention will, at a minimum, neutralize any GOP bounce out of Tampa. Obama narrowly won North Carolina in 2008 and scheduled his 2012 convention there in hopes of repeating the unexpected feat. Romney's path to victory is severely complicated unless he puts the state back in the GOP column.

Deputy campaign manager Stephanie Cutter, in a conference call with reporters, said Democrats will have a "working convention," focused on registering new voters, organizing neighborhoods and connecting more people to the campaign.

She dismissed the GOP gathering as a collection of attacks on the president lacking "any substantive reason why Mitt Romney should be president."

In the lead-up to his convention, Obama was campaigning this weekend in Iowa, Colorado and Ohio, before surveying storm damage in Louisiana on Monday.

Vice President Joe Biden spent Friday in the political battleground of Ohio, visiting with UAW workers in Lordstown. He reminded them that Romney opposed the administration's bailout of the auto industry, which didn't come up at the GOP convention.

"What they didn't say is because of the auto rescue, there are 4,500 of you working here today," Biden said. "And GM is adding two shifts."

Romney will be in Ohio on Saturday before taking a couple of days to rest during the Democratic convention.

Police gear up for Northgate crowd near Texas A&M

As Northgate anticipates the return of student crowds, police prepare for Northgate to come
to life.

Thursday nights in Aggieland mark the beginning of the weekend, and Master Officer Rhonda Seaton of the College Station Police Department said that officers are prepared to ensure the safety of all patrons.

?The goal that officers have when they?re on patrol is for everyone to enjoy themselves safely,? Seaton said.

The thing Northgate is most known for is also the thing that creates the most issues, Seaton said.

?Whenever people drink they tend to do things differently than they normally do, and that?s just a byproduct of too much alcohol; you don?t make good decisions,? Seaton said. ?Whenever you get drunk, the decision-making part of your brain shuts down.?

Seaton said police maintain a large presence in order to ensure the safety of anyone who visits Northgate.

?You can expect them to be there,? Seaton said. ?I can guarantee we are going to have officers working on foot and on bicycles and in patrol cars.?

CSPD will not be the only police presence on Northgate. Lt. Allan Baron of the University Police Department said UPD assists CSPD in enforcing alcohol regulations.

?The College Station Police and University Police maintain a mutual assistance agreement and have an excellent working relationship,? Baron said. ?For several years, University Police have included the Northgate area as one of our patrol districts.?

One of the reasons for this is Northgate?s popularity with students, Baron said.

?This allows us to provide extra coverage to an area where many of our students reside and frequent on the weekends,? Baron said. ?It also allows us to provide assistance to the College Station Police during peak activities.?

Students can expect heavy fines and even face arrest for alcohol-related offenses. Some offenses, like public intoxication, can result in a fine of $500. Any previous convictions for public intoxication can result in up to 180 days in jail and a fine up to $2,000.

?If a student is in violation of an alcohol law, they should expect to be issued a citation or be arrested,? Baron said. ?Students cited or arrested for an alcohol violation by the University Police are subject to disciplinary action from the University?s Conflict Resolution Services with the Offices of the Dean of Student Life.?

Students can also get in trouble for lying to police officers when asked for identification or their age, something Baron said students should not do.

?Students should be truthful when providing their personal information,? Baron said. ?Failing to do so can have consequences.?

Baron said consequences include up to a year in jail and a fine up to $4,000 for possessing or displaying a fictitious or altered driver?s license to a police officer. A student can spend up to 180 days in jail and be fined up to $2,000 for providing a police officer with a fake name, date of birth or address.

Aside from fines, both Seaton and Baron said the goal of all students visiting Northgate is to be safe. Seaton said students should avoid dangerous situations.

?If students find themselves in a situation where someone is threatening them or being aggressive towards them, they should remove themselves,? Seaton said. ?Don?t put yourself in a situation where you?re walking down the street by yourself late at night.?

Baron said students should be aware of and utilize services provided by other students.

?Be aware of your surroundings,? Baron said. ?Look to see who?s in front of you and behind you and trust your instincts. If you feel uncomfortable in a place or situation, simply leave. Utilize CARPOOL. It is important to remember that you do not have to be intoxicated to utilize this service.?

Romney arrives in Louisiana for storm visit

(AP) ? Republican presidential candidate Mitt Romney detoured to hurricane-damaged Louisiana on Friday as he campaigned his way out of the Republican National Convention on the final leg of his quest for the White House, touring a flooded community and saying he hoped his visit would focus public attention on victims' needs.

The former Massachusetts governor's inaugural flight on his logo-plastered campaign plane touched down Friday afternoon to visit an emergency command center in Jean Lafitte, La., where emergency crews were helping victims of Hurricane Isaac. The storm brought severe flooding to the area earlier in the week before it was downgraded to a tropical storm.

Romney met along a highway with Louisiana Gov. Bobby Jindal, and they talked about some of the challenges facing the stricken area, which relies on fishing for its livelihood.

"I'm here to learn and obviously to draw some attention to what's going on here," Romney told the governor. "So that people around the country know that people down here need help."

Jindal talked about the contributions of the Red Cross, Salvation Army and other organizations. Romney inquired how many people had been evacuated and asked, "Did the water come from the sky, or the rivers, or the ocean?"

Reporters could not hear the entire conversation.

Romney's motorcade, consisting of trucks equipped to drive through high water, moved slowly down Jean Lafitte Bouldevard. Accompanied by National Guard vehicles, the caravan inched through water that at some points was a foot or more deep, submerging gas stations, flooding homes and covering front laws. Residents stood in the water and watched Romney's motorcade pass.

At one point, Romney and Jindal stopped and talked to a man in waders, a straw hat and holding a neon yellow "Mitt Is Our Man" handwritten sign. There was no immediate word on what was said.

President Barack Obama was following with his own visit to Louisiana on Monday, the White House announced.

Hurricane Isaac had threatened the coast of Florida, delaying Romney's nominating convention by a day. It ended up missing Florida and instead hanging over Mississippi and Louisiana as a Category 1 and then a tropical storm, drenching the Gulf Coast with rain. The storm hit almost exactly 7 years after Hurricane Katrina devastated New Orleans, and convention organizers had been acutely aware of the optics of carrying on a celebration while people suffered a few states away.

The storm was blamed for at least six deaths in Louisiana and Mississippi. It submerged hundreds of homes, forced thousands of others to evacuate and cut power to nearly half of Louisiana's homes and businesses.

Romney's trip to Louisiana, announced less than 12 hours after he accepted the GOP presidential nomination, came at Jindal's invitation, the campaign said. Jindal, a Republican, told reporters Romney had been in touch several days ago to ask how he could help with storm relief, and Jindal suggested Romney come down and see the damage for himself.

He said he had extended an invitation to Obama as well.

"The president of the United States is always welcome in our state," Jindal said. "We're thrilled that Gov. Romney's coming today. We're thrilled that the president's coming on Monday. We welcome them both."

Jindal insisted that while both Obama and Romney are locked in a tight race for the White House, he would stay focused on the storm's aftermath.

"We're not talking politics. That's not the right time to do that. We're solely focused on the hurricane and the response," he said.

That, however, did not stop Democrats from accusing Republicans of supporting cuts in federal disaster funding that the Gulf Coast will now need to recover from Isaac.

Earlier this year, Rep. Paul Ryan ? Romney's running mate and chairman of the House Budget Committee ? proposed eliminating $10 billion a year in disaster spending and requiring Congress to pay for emergencies by cutting from elsewhere in the budget. That proposal was blocked by GOP leaders.

"It is the height of hypocrisy for Mitt Romney and Paul Ryan to make a pretense of showing sympathy for the victims of Hurricane Isaac when their policies would leave those affected by this disaster stranded and on their own," said Senate Majority Leader Harry Reid, D-Nev., in a written statement.

White House spokesman Jay Carney, asked what a private citizen like Romney could accomplish by visiting a disaster area, said he wasn't sure how to answer the question.

"I think that it's always important to draw attention to the fact that individuals and families and business owners are profoundly affected. ... That's an important thing to do," Carney said.

Asked that same question, Romney spokesman Kevin Madden said Romney's visit could focus people on "the needs of the affected region, particularly the need for charitable donations and resources to aid relief efforts."

Still, Romney touched down in the state days before the president ? and made it his first trip since becoming the official Republican nominee.

As he left Tampa Friday following his party's convention, Romney spoke to more than 2,000 supporters in Lakeland, Fla. He urged the crowd to work to find Obama voters who might vote for him.

"I know they're here," Romney said standing alongside running mate Paul Ryan. "They're not as visible as they used to be. You can see some of the glue on the back of their bumper sticker where it used to be, and so you can find them. "

Romney was sandwiching his Louisiana visit in between the Florida stop and a rally in Ohio that's set for Saturday.
