Kurdish rebels kill 10 in attack on Turkish border

ISTANBUL (AP) ? Kurdish militants have killed 10 police and soldiers in an assault near the Iraqi border, Turkish officials said Monday, amid concern that rebels are seeking to capitalize on regional tensions caused by Syria's civil war with a more intense campaign of attacks in Turkey.

The attack happened late Sunday in southeastern Sirnak province, a traditional area for militants who have bases in northern Iraq. An undetermined number of Kurdish guerrillas were also killed.

The rebel Kurdistan Workers' Party, or PKK, has benefited from past upheaval and power vacuums in the region, notably after the 1991 Gulf War and the fall of Iraqi dictator Saddam Hussein in a U.S.-led invasion in 2003. Iraqi Kurds consolidated their own mini-state in northern Iraq, inspiring those Kurds in Turkey who want self-rule.

In Syria, regime forces locked in a civil war with opponents of President Bashar Assad ceded control in some areas near the Turkish border to Kurdish fighters said to be linked to Turkey's Kurdish militants. Turkish analysts suspect the regime's seemingly passive conduct was aimed at stirring trouble for Turkey, which opposes Assad, by providing additional space for the PKK to organize.

Dogan News Agency video Monday showed Turkish security forces patrolling the town of Beytussebap, where militants attacked police and military posts, as well as apartment buildings that house security forces' families. An official is seen removing weapons from the rucksack of what appears to be a slain guerrilla, wearing an olive-green uniform and lying in a gutter. In another sequence, Kurdish townspeople are heard shouting slogans in support of jailed rebel leader Abdullah Ocalan as armored vehicles roll through the streets.

Hurriyet newspaper reported Monday that police had fired into the air in the town to disperse a group of Kurds who wanted to take three rebel corpses away for burial.

It was the latest in a surge of operations blamed on the PKK, including a deadly bombing near Syria on Aug. 20 that intensified questions about the security of Turkey's borders in an unstable region and the possible involvement of outside actors. Turkish officials have not ruled out possible Syrian or Iranian involvement in the bombing, which killed eight people.

Turkey's President Abdullah Gul on Monday condemned what he called the "separatist terrorist organization" for the attack in Sirnak province.

"The internal and external supporters of this shameful game will sooner or later understand that they have made a wrongful calculation and will be punished," he said. "It should not be forgotten that those who believe that a timely opportunity has arisen, will soon realize their great historic mistake and will be disappointed."

The PKK is conducting some of its most brazen operations since its 1990s heyday, though it is limited to hit-and-run tactics rather than seizing and holding population centers.

"More complications bring them more power because they are feeding from chaos," Umit Ozdag, a terrorism expert at the 21st Century Turkey Institute, a research center, said of the PKK. The group, which has been fighting since 1984, is defined as terrorist by Turkey and the West, but still retains the backing of many in the Kurdish minority, which comprises up to 20 percent of Turkey's 75 million people.

Syria resembles a proxy battle in which the regime, backed by Iran and Russia, is pitted against Turkey and its Western and Arab allies. Ozdag said the PKK, which used to have close ties to the Syrian regime, has "partisans" on both sides of the conflict, giving militants "an extensive maneuvering range" in which to press their political aims.

Turkey is hosting more than 80,000 Syrian refugees and has urged the United Nations to set up buffer zones inside Syria, a step that would require military intervention. Last year, the PKK's military chief, Murat Karayilan, spoke in favor of the uprisings that had had swept the Middle East and North Africa, but criticized the idea of outside intervention to oust regimes. The remark seemed aimed at the NATO military campaign in Libya that led to the ouster of leader Moammar Gadhafi, as well as the idea, so far shunned by allied nations, of mounting a similar operation in Syria.

In remarks reported by Firat, a pro-Kurdish news agency, Karayilan said there was a "historical opportunity" in which Syria's Kurdish minority could obtain its "fair basic rights and gain recognition as a people."

Many Kurds in the PKK have Syrian origins, and reported moves toward autonomy by Syrian Kurds may have invigorated the militant group's hopes that increased pressure on the battlefield could draw Turkish concessions. Turkey, which has granted more cultural rights to Kurds but fears autonomy could split the nation, is caught between its stated desire for reconciliation and its handling of the conflict as a strictly law-and-order or terrorism problem.

Turkey has also turned its attention to Iran, which has a history of fighting Iranian Kurds allied with the PKK. Turkish media reported last week that an Iranian spy ring was broken up in an eastern province, a sign of how relations have deteriorated over the Syrian conflict. Newspapers reported that suspects had obtained information on police and military posts, and other government sites, and had also had contact with PKK members, though details on the discussions have not been reported.

Two suspects are Iranian and half a dozen others are Turks, according to Anadolu Agency.

Turkey, a NATO ally with a strong economy, has won praise for backing pro-democracy movements in the region, but increasing tensions with its neighbors as well as internal problems with minorities have muddied its image.

On Monday, Human Rights Watch said members of the Turkish security forces and public officials should be held accountable for thousands of unlawful killings and enforced disappearances during fighting between the military and the PKK in the 1990s. Rebels were also accused of human rights abuses in that time. Emma Sinclair-Webb, a senior research for the rights group, said Turkey's international credibility was on the line as long as it does not address allegations of state impunity stretching back two decades.

"The non-solution of the Kurdish issue in general casts such a shadow over Turkey's efforts to be a broker, or have this regional role," she said.

As the Democratic National Convention kicks off Tuesday in Charlotte, N.C., Facebook posted an interview with Joe Lockhart, vice president of corporate communications at the social network, in which he shares his thoughts on how this unique political tradition has evolved over time with technology advancements, and what attendees can expect to see from the company this week.

Waste silicon gets new life in lithium-ion batteries

ScienceDaily (Sep. 4, 2012) ? Researchers at Rice University and the Universit? catholique de Louvain, Belgium, have developed a way to make flexible components for rechargeable lithium-ion (LI) batteries from discarded silicon.

The Rice lab of materials scientist Pulickel Ajayan created forests of nanowires from high-value but hard-to-recycle silicon. Silicon absorbs 10 times more lithium than the carbon commonly used in LI batteries, but because it expands and contracts as it charges and discharges, it breaks down quickly.

The Ajayan lab reports this week in the Proceedings of the National Academy of Sciences on its technique to make carefully arrayed nanowires encased in electrically conducting copper and ion-conducting polymer electrolyte into an anode. The material gives nanowires the space to grow and shrink as needed, which prolongs their usefulness. The electrolyte also serves as an efficient spacer between the anode and cathode.

Transforming waste into batteries should be a scalable process, said Ajayan, Rice's M. and Mary Greenwood Anderson Professor in Mechanical Engineering and Materials Science and of chemistry. The researchers hope their devices are a step toward a new generation of flexible, efficient, inexpensive batteries that can conform to any shape.

Co-lead authors Arava Leela Mohana Reddy, a Rice research scientist, and Alexandru Vlad, a former research associate at Rice and now a postdoctoral researcher at the Universit? catholique de Louvain, were able to pull multiple layers of the anode/electrolyte composite from a single discarded wafer. Samples of the material made at Rice look like strips of white tape or bandages.

They used an established process, colloidal nanosphere lithography, to make a silicon corrosion mask by spreading polystyrene beads suspended in liquid onto a silicon wafer. The beads on the wafer self-assembled into a hexagonal grid -- and stayed put when shrunken chemically. A thin layer of gold was sprayed on and the polystyrene removed, which left a fine gold mask with evenly spaced holes on top of the wafer. "We could do this on wafers the size of a pizza in no time," Vlad said.

The mask was used in metal-assisted chemical etching, in which the silicon dissolved where it touched the metal. Over time in a chemical bath, the metal catalyst would sink into the silicon and leave millions of evenly spaced nanowires, 50 to 70 microns long, poking through the holes.

The researchers deposited a thin layer of copper on the nanowires to improve their ability to absorb lithium and then infused the array with an electrolyte that not only transported ions to the nanowires but also served as a separator between the anode and a later-applied cathode.

"Etching is not a new process," Reddy said. "But the bottleneck for battery applications had always been taking nanowires off the silicon wafer because pure, free-standing nanowires quickly crumble." The electrolyte engulfs the nanowire array in a flexible matrix and facilitates its easy removal. "We just touch it with the razor blade and it peels right off," he said. The mask is left on the unperturbed wafer to etch a new anode.

When combined with a spray-on current collector on one side and a cathode and current collector on the other, the resulting battery showed promise as it delivered 150 milliamp hours per gram with little decay over 50 charge/discharge cycles. The researchers are working to enhance those qualities and testing the anodes in standard battery configurations.

"The novelty of the approach lies in its inherent simplicity," Reddy said. "We hope the present process will provide a solution for electronics waste management by allowing a new lease on life for silicon chips."

Co-authors are intern Anakha Ajayan and graduate student Neelam Singh of Rice and professors Jean-Francois Gohy and Sorin Melinte of the Universit? catholique de Louvain.

Flood threat at troubled La. canal lock eases

The Pearl River in Louisiana is rising and officials are debating whether to evacuate 5,000 homes. Meanwhile, the National Guard airlifted hay to cattle. NBC's Gabe Gutierrez reports.

Updated at4:36 p.m. ET: Engineers on Sunday were assessing the integrity of a lock along a canal north of New Orleans that threatened to fail and send water from the Hurricane Isaac-swollen Pearl River flooding through neighborhoods.

A flash-flood warning was in effect for east-central St. Tammany Parish, a community north of New Orleans in southeast Louisiana but officials said the threat of disaster had eased.


Parish President Pat Brister on Sunday changed the evacuation of the area between Bush and Hickory, east of Highway 41, ?from mandatory to voluntary. ?

"The Army Corps of Engineers Vicksburg District has lowered the pressure on Lock 2 near Bush.?The Corps informed President Brister this morning that the threat level is lowered significantly," St. Tammany Parish officials said in a statement on their website.

A Louisiana official says crews are working to relieve pressure on a lock in danger of failing and flooding homes near a canal in St. Tammany Parish. NBC's Gabe Gutierrez reports.

"As there is still a potential threat, even though reduced, a voluntary evacuation remains in place until the Army Corps of Engineers deems the Lock stable and safe."

Saturday night,?parish emergency officials said that the opening of valves had relieved pressure on Lock 2 on the Pearl River Diversion Canal but an evacuation order would remain in place.

Water began pouring over the lock and leaching around its sides Saturday, prompting fears the entire structure could be washed away, sending a wall of water into nearby neighborhoods.?

Officials had said earlier Saturday that the failure of the lock appeared imminent. That promoted the mandatory evacuation of thousands of residents in some 1,200 homes.

Parish Sheriff Jack Strain Strain and?Brister late Saturday said the threat of the lock failing had been lessened after crews managed to open valves to release some of the water and reduce pressure on the structure.

"The lock has been stabilized somewhat,? Strain said, according to nola.com.

The National Weather Service is projecting the Pearl River, at the town of Pearl River, to crest early Monday morning at 19.5 feet.?

In Mississippi, U.S. Secretary of Homeland Security Janet Napolitano toured areas damaged by Isaac, one day before President Barack Obama was scheduled to see first-hand Isaac's destruction in Louisiana.

Napolitano was told about 1,600 or more homes were flooded by overflowing rivers and two people reportedly died in Mississippi. Most of the damage was in Pearl River and Jackson counties.

The secretary praised emergency officials and said Obama was calling her frequently for updates.?"The president has been on top of it," she said, The Associated Press reported. "We are here, we have been here, we will remain here."

As residents in Louisiana, Mississippi and Arkansas began surveying the damage to their homes, remnants of Isaac pushed their way north, spinning off tornadoes in southeast Missouri and threatening flash-flooding in parts of Tennessee and Kentucky.

The Gulf Coast is struggling to recover from Hurricane Isaac as nearly 400,000 homes and businesses are without power. NBC's Gabe Gutierrez reports.

In Missouri's Bootheel region, Dunklin County sheriff's deputies tracked a tornado that destroyed a farm shop and damaged a home's roof, The Associated Press reported.

On Sunday morning nearly 265,000 customers in Louisiana, 13,000 in Mississippi and 7,300 in Arkansas remained without power, according to The Weather Channel.

Isaac was the first hurricane to strike the United States this year and it hit the New Orleans area almost exactly seven years after Hurricane Katrina devastated the city, causing an estimated 1,800 deaths.?

Some people love public speaking, others dread it? but whether it?s speaking to conferences, sales calls or just plain networking and major meetings; it is clear that even to day in the digital age you need to master the art of speaking to get ahead.

Only 7% of message impact comes from the words we use. The rest from the way we deliver it. ?The way that you deliver ?your words?, comes from how we process things internally and can be reprogrammed.

To develop confidence and passion into your speaking here are a few tips:


Personal brand ? Consciously own a style

Too often the inexperienced speaker will put on their ?speaking voice?, inadvertently becoming someone other than themselves on stage. Generally that ?speaker voice? is a poor version of you and they are selling you short. Save the being someone else to the professional actors. The easiest person to be is you.

Get clear about who you are and what your personal brand stands for. Develop a written list of key characteristics of your person brand, values and style in your normal non-speaking business life. Then use this list to encourage and challenge yourself to be that on stage. Remember being ?consciously competent? is the step in learning before ?unconscious competence?.

If you work for a corporate do not loose your individualism and personal brand completely to the company brand. For ?owner managers?

Use a topic you are passionate about to start

Ask yourself ?What part of my topic am I most passionate about??? Use this in your opening, if you are truly passionate about it, your body will change its physiology and you will become alive on stage.

Stand for something: Have a few ?soap box? topics

Have a few pet topics that you can speak on, so that given short notice you always have something to talk about. Make a bold claim; debate is one of the most powerful ways to engage audiences.

Just Do it

Yes nothing will get you better at speaking than practice. Take every opportunity to practice. Start by always asking questions at conferences and large meetings. Hunt down speaking opportunities; industry associations are a good place to start.

If you lack speaking opportunities join a toastmasters club. Toastmasters provide a friendly and inspirational environment to learn and improve every week. I personally got a lot out of attending a club for a while and was blown away by the relaxed format and inspiration speeches I heard.

Get Help

The quickest way to improve you learning is to get some one on one coaching and critique.
