Is the Economic Crisis Making Europe Fat? - NYTimes.com

The eurozone fell back into recession, it was officially announced on Thursday, prompting renewed concerns about the economic health of the Continent. But amid the flurry of questions over sovereign debt, banking oversight and fiscal responsibility, another kind of austerity is taking hold in European households ? the nutritional kind.

From Britain to France to Portugal, fruit and vegetable consumption is declining, even as prices continue to rise, and households across Europe are starting to make more food choices based less on quality and more on price.

Fiscal austerity?s figurative belt-tightening is causing concern about the actual physical health of Europeans. A report by the European Medical Institute of Obesity found a link among Spanish women between unemployment, ?emotional eating? and an increase in obesity. ?In general, women are more prone to suffer from depression and anxiety, and the current crisis situation, which ? for many ? has led to a loss of income and resources, is greatly affecting how and what they are eating,? nutrition expert Elisabeth Gonzalez told Spanish news agency EFE.

Obesity has been on the rise in Europe for about two decades, but the pace appears to be picking up in tandem with the economic crisis, as job-seekers retreat into bad habits to ease their anxiety. Over half of Europeans are considered overweight now, and roughly 17 percent are considered obese.

In Italy, where the recession is a year-old, Italians are recycling leftover food like pasta, bread and vegetables into new dishedto make ends meet. One in three Italian households has cut food spending, both in terms of quantity and/or quality, opting for processed food instead of fresh fruits and vegetables. And in Greece, the most crisis-affected of European nations, the government last month asked retailers to discount non-perishable food items that have passed their sell-by dates.

A recent report by Safefood found that ten percent of people in Ireland were too poor to afford a regular balanced diet, a situation that is bound to worsen in the recession. ?The unemployed, low-paid workers, people who are ill, disabled or poorly educated, families with more than three children and lone parents are most at risk,? reported the Irish Examiner last month.

Across Portugal, supermarkets and hypermarkets, with their inexpensive packaged goods and bulk items, continued to gain ground. ?Portuguese consumers became more price conscious and prioritized value for money over value-added references in the short term,? said one report from Euro Monitor.

Europe is discovering what many in the United States have known for a long time: when times are tough one of the first things to go out the window is health and nutrition. Low-income Americans know this better than most, which helps account for the disproportionate levels of obesity among the poor in the United States, many of whom make McDonald?s and other fast food chains a staple of their diet.

In difficult economic times, experts say governments should do more to ensure that health care ? in particular, preventative care that focuses on things like nutrition, diet and exercise ? be maintained and even strengthened. That?s according to research recently published in the respected medical journal The Lancet.

Instead, the opposite is happening.

According to an Organization for Economic Cooperation and Development report published earlier this month, health care spending fell across Europe in 2010, the last year for which figures were publicly available, as countries cut spending. This is in marked contrast to spending levels seen before the crisis hit. From 2000 to 2009, per capita health spending across Europe increased annually at an average of 4.6 percent of GDP, while in 2010 it dropped by 0.6 percent of GDP.

Louisa Bojesen, the co-anchor of CNBC?s European Closing Bell, recently pondered whether it made more financial sense to invest in obesity-related stocks or broader European equities:

If I were forced to invest all my money in the current climate, would I feel more confident about investing in the obesity trend ? exposure to insulin makers, hip and knee replacement equipment, food trends, fitness and so on, or investing in European equity markets? I decided that the answer would have to be the obesity trend. Do I feel confident that more people will fall into the obese category and live unhealthier lives over the next decade? Yes. Do I think that the European equity market recovery will continue? I have absolutely no idea.

As obesity worsens due to rising food prices and poor food choices, and interest in country-wide and eurozone-wide regulations that help keep people healthy decrease, there?s likely to be an increase in Europe of chronic diseases like diabetes, heart disease, asthma, arthritis and cancer.

?If the report does not yet show any worsening health outcomes due to the crisis,? said Yves Leterme, the OECD?s secretary general, ?there is no cause for complacency ? it takes time for poor social conditions or poor quality care to take its toll from people?s health.?

So European leaders have more than just the region?s economic health to worry about.

Walton mayor released on bond, suspended from water district

Deputies arrested the new mayor of Walton on abuse of public trust charges Friday.?

Investigators said 62-year-old Phil Trzop, of Walton, sold scrap metal to fund Christmas bonuses and other gatherings for employees. Trzop is also general manager of the Boone County Water District. A water district board member confirmed Trzop was suspended at a meeting Saturday.

However, detectives said the numbers didn't match up in their investigation, and they said Trzop admitted to having money at his house. He then turned it over to authorities, deputies said.?

Detectives estimated Trzop stole about $34,000 over the past three years.

Boone County sheriff?s spokesman Tom Scheben said everything seemed innocent during the investigation with Trzop. ?(In) the third interview we had today, he admitted he had money at home. It took it from innocent mismanagement to a criminal offense,? Scheben said.

In Walton, citizens had mixed feelings.

?I don't know if I can believe that. He seems like a pretty good person when he comes in here,? Amanda Robinson said.

But Jason Speer felt differently. ?Giving something to workers, nothing wrong with giving back, (but) taking some for your own pocket, something (is) wrong with that.?

Trzop's bond was reduced from $50,000 to $20,000 and he was released Saturday. If found guilty, Trzop could face up to 10 years in jail.

Trzop was elected Nov. 6 as Walton's mayor. He was sworn in as mayor immediately after the election to fill a vacant seat.

Duke Energy customers bracing for a higher bill

North Carolina?s Supreme Court hears a case that aims to roll back a 7 percent electricity rate increase for nearly 2 million Duke Energy customers.

The court hears arguments Tuesday from the country?s largest electricity company, the state?s utilities regulator, and Attorney General Roy Cooper?s office.

Cooper is challenging the rate increase the North Carolina Utilities Commission approved in January giving Duke Energy nearly $310 more per year and guaranteeing the company a 10 percent profit.

The Supreme Court can reverse or change the commission?s decision.

Duke Energy and the utilities commission?s Public Staff say the impact of higher rates was considered, and the company?s earlier 15 percent increase request was pared down.

Cooper wants the court to tell regulators to put more weight on consumer impact.

Both sides are fighting to add hardware to their respective patent claims. The U.S. District Court in San Jose is approving these additions too, adding the iPhone 5 to Samsung's claims and approving the Apple's updated complaint to include the Galaxy Note and Galaxy S III. More devices could be added, too -- Judge Paul Grewal specifically warned Apple to "think twice" before opposing future amendments on Samsung's part, which might include the iPad mini and 4th generation slate. For better or for worse, never-ending litigation and sticky sales injunctions seem to becoming an unfortunate mainstay of the modern product cycle. Why Canada Will Not Experience a U.S.-Style Housing Crash

As one of the oldest and largest banks in Canada, CIBC maintains the fourth most mortgage dollars in its books. Recently, Fitch ratings agency found that CIBC was the most exposed Canadian bank to potential risk from a housing meltdown, due in part to the size of their mortgage books. CIBC's Deputy Chief Economist, Benjamin Tal, recently explored the possibility of a U.S.-style housing crash and found that Canada will not experience a housing crisis of the same order. Here's why.
The growth rate of debt-to-income ratio
Although the household debt-to-income ratio hit a Canadian record 163 per cent this year ? causing alarmists to point out the ratio surpasses the U.S. recession level ? it is still not enough to cause a housing crisis. CIBC says the most important aspect of household debt that should be taken into consideration is the speed at which it grows. A comparison of the three years leading into the U.S. crash to the past three years in Canada shows that the debt-to-income ratio in Canada has been rising at half the rate the U.S. was experiencing.

The quality of debt
The proportion of credit scores in Canada, which ranges from good to risky, has not changed dramatically over the past four years. The U.S. by comparison saw their risky credit score category surge by 10 per cent in the four years heading into the crisis. In fact, the risky category made up more than one-fifth of the entire market.

Even more astonishing, is that one-third of all new mortgages taken out in the U.S., from 2005 to 2006, were in negative equity position (meaning the mortgage was larger than the actual value of the property) - before the drop in home prices! More than half of new mortgages loaned out at that time had less than five per cent equity in their homes. Here in Canada, the negative equity position is virtually non-existent and only 15 to 20 per cent of all new mortgage have less than 15 per cent equity.

Our sensitivity to higher mortgage rates
The typical mortgage term in Canada is five years, which exposes us to mortgage rate hikes more so than our American friends, whose standard mortgage term is 30 years. However, two-thirds (65 per cent) of Canadians have fixed rate mortgages compared to those with variable rate mortgages (29 per cent). The latter is considered riskier, since the rate is based on lender prime rates, which are subject to market volatility. Incidentally, CIBC found the popularity of new variable rate mortgages has been decreasing rapidly in Canada over the past two years. This was a much different story in the U.S. pre-housing crash, where adjustable rate mortgages remained elevated (as high as 36.6 per cent) until the bubble burst.

Alex Salmond says sorry to Parliament over error in college funding figures

THE First Minister had earlier claimed that budgets for colleges increased in 2012-13, when they had actually been reduced by almost ?10m.

ALEX SALMOND was today forced to apologise to Parliament after a row erupted over college funding.

Earlier today the First Minister had insisted that the budget for colleges had not been cut, despite Labour saying it had.

But he returned to Holyrood later to concede that he had used an "incorrect" figure and that the amount of cash colleges will receive for day-to-day spending has fallen by more than ?9 million.

His apology comes after the Scottish Government revealed it had only recently sought specific advice from law officers on an independent Scotland's entry in the European Union.

Labour leader Johann Lamont claimed Mr Salmond's statement was "astonishing" as she blasted: "The contempt that Alex Salmond shows every day for the Scottish people and our Parliament is breathtaking."

Ms Lamont added: "After the European debacle, after this, how can we ever believe a word Alex Salmond says again?"

Mr Salmond had earlier told MSPs that resource funding for colleges was ?545 million in 2011-12 and ?546 million in 2012-13.

However, he explained the figure of ?545 million for last year did not take into account changes to the budget and should have been ?555.7 million.

The First Minister said: "Let me make clear I take full responsibility for what I say in this chamber, therefore I have taken this earliest opportunity to correct the figure.

"The figure should have been ?556 million, not ?545 million, and I apologise to the chamber for this error."

Software to make Web browsing at coffee shops faster

The joy of surfing the Web in a coffee shop or a packed conference hall?quickly fades when the wireless network slows to a crawl. New software for wireless access points that serves as a data traffic cop promises to keep these?networks zipping along at rocket speeds.

Wi-Fi networks get bogged down in busy coffee shops and conference centers because everyone is trying to connect to an access point that sends data back and forth via a single channel. The software, called WiFox, monitors this traffic and, when there?s a backlog, gives priority to clearing the backlog.

More than half of the data traffic analyzed by the software?s developers is related to people trying to access Web pages such as Facebook. This requires a user sending out a small amount of data and receiving a larger response back, resulting in users waiting in frustration for Facebook to load.?

The software gives priority to this incoming data stream ?and thus enables more requests to get served and ? faster,? Arpit Gupta, a graduate student in computer science at North Carolina State University who developed the software, explained to NBC News in an email.

The traffic prioritization also ?avoids packet drops [and] thus avoids traffic overhead due to duplicated requests and thus further helps in improving performance,? he added.

Lab tests with up to 40 users showed the software boosts the performance of congested Wi-Fi networks by up to 700 percent. That translates to web pages loading an average of four times faster than on networks without the software.

The boost in performance does, however, come at a slight decrease in performance for real-time applications such as chatting via instant message. ?They will have to wait a little longer at the cost of fair and improved web browsing experience for all other users,? Gupta said.

The researchers will present a paper on their software at the ACM CoNext 2012 conference next month in Nice, France. The open-source?software will be available to improve speeds at your favorite coffee shop by the end of this year, Gupta said.
