Ahead of debate, Romney calls Obama weak on foreign policy

BURLINGTON, Massachusetts (Reuters) - Republican challenger Mitt Romney launched a fresh attempt on Monday to paint President Barack Obama as weak on foreign policy, saying he has let U.S. leadership atrophy, while the two candidates prepared for Wednesday's critical first debate.

Romney's aides said the weak U.S. economy remains his chief priority heading into the November 6 election, but the Democratic president's handling of national security is also fair game.

This line of attack could be tricky for Romney, who drew heavy criticism for a hasty initial reaction to upheaval in Egypt and Libya last month in which the U.S. ambassador to Libya was killed in an attack along with three other Americans.

Romney is under enormous pressure for a good performance at Wednesday night's debate in Denver. His campaign has looked shaky since a leaked video emerged two weeks ago in which Romney says 47 percent of Americans are "victims" who depend on government, do not pay federal income taxes and are unlikely to support him.

Seeking to take some of the shine off Obama's national security credentials, which include the 2011 killing of al Qaeda leader Osama bin Laden, the Romney team is aiming to portray Obama as overseeing a period of American decline in the world.

In a Wall Street Journal opinion article, Romney accused Obama of being too timid in responding to the Syrian civil war, the election of an Islamist president in Egypt, the attack on the U.S. mission in Libya, and the threat of Iran developing a nuclear weapon it could use against U.S. ally Israel.

"These developments are not, as President Obama says, mere 'bumps in the road.' They are major issues that put our security at risk," Romney wrote.

"Yet amid this upheaval, our country seems to be at the mercy of events rather than shaping them. ... And that's dangerous. If the Middle East descends into chaos, if Iran moves toward nuclear breakout, or if Israel's security is compromised, America could be pulled into the maelstrom," Romney wrote.

Taking aim at Obama on national security may be an uphill battle for Romney. Reuters/Ipsos poll findings show Americans believe Obama has a better plan to deal with the threat of terrorism by 43 percent to about 30 percent for Romney.

Romney continues to trail Obama in opinion polls five weeks before the election. Obama maintained a lead of 5 percentage points - 46 percent to 41 percent - in a Reuters/Ipsos daily tracking poll released on Monday. Last Thursday, the same poll showed Obama with an advantage of 7 points.

A CNN poll on Monday gave Obama a narrow lead of 50 percent to 47 percent, and the two men were essentially tied on the issue of who would handle the economy better.

"I think even our opponents will agree right now that this is a closing race," Romney senior adviser Kevin Madden said.

A Washington Post/ABC News poll released on Monday showed Obama leading by 11 percentage points among likely voters in nine battleground states where the election likely will be decided, even as the race is essentially tied nationally.

'REGIONAL INSTABILITY'

In his Wall Street Journal piece, Romney told Obama to take a harder line with Iran and to back Israel.

"When we say an Iranian nuclear weapons capability - and the regional instability that comes with it - is unacceptable, the ayatollahs must be made to believe us," Romney wrote.

The White House argues that Western sanctions are having a crippling effect on Iran's economy as reflected by its currency losing a quarter of its value against the dollar in only a week.

As part of the Republican attempt to chip away at Obama's foreign policy record, the pro-Romney group American Crossroads released a video that questioned his reaction to the attack last month on the U.S. mission in Benghazi, Libya, in which the U.S. ambassador was killed.

"What did President Obama do on the same day as a terrorist attack on American citizens? He campaigned in Las Vegas. ... President Obama needs to learn: Being president isn't just about being on TV and protecting your job. It's about leadership. It's time for a president who gets it," the video said.

Romney added that Obama "has allowed our leadership to atrophy," has no strategy to encourage a positive outcome from the Arab Spring revolutions, and has alienated Israel.

"By failing to maintain the elements of our influence and by stepping away from our allies, President Obama has heightened the prospect of conflict and instability," he wrote.

Aides said Romney plans to deliver a foreign policy address in the days following the first debate, probably next week.

Wednesday's debate marks the first time the two candidates will stand on the same stage together in the campaign. Both sides have been working to lower expectations, each calling the other a better debater.

Romney engaged in a session of debate preparation at a Burlington, Massachusetts hotel before flying to Denver for an evening rally. Obama was in the Las Vegas suburb of Henderson working on his own preparations for the debate.

"Governor Romney, he's a good debater," Obama told a rally in Las Vegas on Sunday night. "I'm just okay."

Given Obama's tendency to meander, aides said they have been trying to get the president to give snappier answers to questions and limit the professorial nature of his responses.

Romney's aides have been working to make sure he does not come off as scolding and to encourage him not to quibble about the rules as he did in some debates during the Republican presidential primary battle.

The Texas Rangers are totally set for the playoffs, eager to break out the bats, balls and gloves for really big games.

Maybe they should log on to MapQuest, Hotels.com and Travelocity, too.

Because with three days left on the schedule, the postseason picture is still impossibly scrambled. An October free-for-fall, with not a single team yet certain of when, who and where it will play later this week.

"If you had asked me before the season started, I would have expected that something would have been settled," New York Yankees manager Joe Girardi said Sunday. "It's really hard to believe and I think it's what baseball was kind of looking for. They love to see these races. It's good for the game."

Not easy on the stomach, though.

Take the two-time American League champion Rangers. They could open Friday at Yankee Stadium in a one-game showdown of wild cards. Or Saturday at Detroit in the best-of-five division series. Or even Sunday at Baltimore.

Or perhaps play at home in this jumbled matrix.

"Listen, it's a logistical headache in some regards just because there's so many possibilities," Rangers general manager Jon Daniels said.

"It's not fun to be an advance scout or a traveling secretary right now," he said. "But from the standpoint of the game, and the fans, I think it's great theater and it's a lot of fun."

To Kevin Buck, that's fine. He is the Orioles' traveling secretary, and likes the idea of mapping out Baltimore's first playoff game since 1997.

"Right now it's just a fantastic problem to have," he said.

"We take care of pretty much every single scenario we can have. We make sure the hotels, the buses, the truck companies that haul our equipment, the chartered planes, are ready to go. Cities contacted ? every city that's still in the mix. New York, Oakland, LA, Tampa Bay, Chicago, Detroit. Everything's ready to go," he said.

Several hours after he spoke Sunday, there indeed was another challenge. The Orioles' charter to St. Petersburg, Fla., was diverted to Jacksonville after there was smoke in the forward galley. Later that night, the Orioles completed their journey.

This season, seven of the playoff spots already have been filled. Texas took care of three clubs Sunday ? its win over the Angels assured the Rangers, Orioles and Yankees of postseason slots.

The only in-or-out race is in the AL Central, where Detroit has a magic number of one for eliminating the Chicago White Sox. Not so clear is which clubs will be division champs and which will be wild cards.

Figuring out who plays when and where, that's the tricky part. With 10 teams in the playoffs this year ? two more wild cards than last season ? tiebreakers and cross-country travel schedules also are factors.

"Pretty remarkable," Oakland designated hitter Jonny Gomes said. "I guess not only as a player, I'm also a huge fan of the game. If you look into it, baseball's in a really good place. This isn't going to happen in football. This isn't going to happen in hockey and the NBA. There's teams that are resting guys the last couple weeks of the season. Not here."

The lone team that knows anything for sure is San Francisco. The NL West champions will open the first round on Saturday at their beautiful waterfront ballpark.

Their opponent? Well, no telling.

"That's why it's good to clinch it and have some serenity here," Giants manager Bruce Bochy said.

"We know pretty much what's ahead of us, the day we're going to play, where we're going to play. That is a little sense of comfort," he said. "It's nice to know what's ahead of us. A lot of these teams don't."

Chaos, complicated, confusing. And pretty cool.

"It is crazy and it's good for baseball," Atlanta manager Fredi Gonzalez said. "I think the second wild card, they made it for them to kind of create some stuff there at the end with the fans, and it sure has done that."

Washington manager Davey Johnson, who started his playing career in the 1960s when only two teams made the postseason and they met in the World Series, isn't keen on this new playoff format.

His Nationals could finish with the best record in the majors but, because of a one-year tweak in the postseason schedule, play Game 1 on the road on Sunday.

"I just really figured out what the whole thing was the last couple days," he said. "It seems like the team with the best record should be able to open at home."

Up the Beltway in Baltimore, the Orioles begin this week tied with Yankees for the AL East lead. The O's could wind up in a one-game tiebreaker for the division crown, or in the wild-card matchup, or with the best record in the league.

"It throws a twist into things having two wild cards this year. I liked the idea because I felt it gave another team that had a good season a chance to get to the postseason," Orioles outfielder Chris Davis said.

"Now that we're in the top seed," he said, "I think it's a terrible idea."

Brady, Patriots rebound with 52-28 rout of Bills

ORCHARD PARK, N.Y. (AP) ? Patriots owner Robert Kraft waited in the Ralph Wilson Stadium tunnel to welcome back the regular NFL officials, who returned from a lockout after reaching a new eight-year agreement with the NFL.

After shaking hands with most of the members of referee John Parry's crew, Kraft stuck around for Tom Brady to congratulate the quarterback as the two laughed and chatted on their way to the locker room.

Just like that, all seems well in New England (2-2) once again.

Brady shook off a sloppy first half to direct six consecutive touchdown drives in 52-28 rout of the Buffalo Bills (2-2) on Sunday. And whatever concerns the Patriots had after two consecutive losses ? and coach Bill Belichick getting fined $50,000 for losing his cool with the replacement officials following a 31-30 loss at Baltimore ? suddenly seem like distant memories.

"It was pretty personal," Brady said, when asked what he and Kraft discussed.

So might have been this game.

At a time when the Patriots' supremacy was being questioned, and the team was in jeopardy of losing three straight for the first time in 10 years, Brady and Co. rallied from a 14-point deficit with a remarkably efficient and dominating second half.

"We were down whatever it was, 21-7, on the road, our backs against the wall, and I thought we showed a lot of heart," Brady said. "That's what this team is made of. We're going to battle until the end."

Brady finished 22 of 36 for 340 yards and three touchdowns, Stevan Ridley scored two TDs rushing, and the Patriots defense did the rest by forcing six turnovers and getting three sacks.

Just don't try to convince the Patriots that they made it look easy in beating a familiar AFC East patsy.

"It's not as easy as it looks," tight end Rob Gronkowski said. "Overall, everyone just came together, chemistry, and worked hard, and things went rolling from the third quarter on."

Gronkowski's 28-yard touchdown catch on the first play of the fourth quarter made it 28-21 to put the Patriots up for good. And it came during a span of 12:41 in which New England scored 35 unanswered points.

The Patriots had two receivers break 100 yards, Gronkowski (104) and Wes Welker (129), and two running backs do the same Ridley (106) and Brandon Bolden (137).

"We just played and executed better," Belichick said. "It's no magic."

Magic no. Familiar, yes.

Fans of the ever-bumbling Bills ? a team that's gone 12 straight seasons without a playoff berth and dropped to 4-22 against division foes since 2008 ? have seen this outcome many times before in dropping to 1-17 in their past 18 meetings against New England, and 2-22 since the 2000 season

The Bills have now been outscored by a combined 204-116 in their last five games against the Patriots, and that includes a 34-31 win at Buffalo last season.

And the lopsided result was no different despite Buffalo committing more than $120 million in contracts to sign defensive ends Mario Williams and Mark Anderson in free agency this offseason.

"Ugly, not good," Williams said, referring to the Bills run defense.

Then again, their pass defense wasn't much better after managing just one sack.

"Something's up," Williams added. "We've definitely got to come in to the room, have a reality check and see what's going on."

Defensive tackle Kyle Williams had an even more blunt response, by saying: "The only reaction I have is, that was pathetic in the second half."

After Ryan Fitzpatrick hit Donald Jones for a 68-yard touchdown pass to put Buffalo up 21-7, the Bills collapsed.

Brady responded with an eight-play, 80-yard drive by hitting Danny Woodhead for a 17-yard touchdown, and then tied the game on a 4-yard run. By the time it was over, the Patriots produced 580 yards, the fourth-most in team history, and the second-most ever allowed by Buffalo.

Bills coach Chan Gailey was embarrassed.

"I don't like to play like that, and I don't like to think that's who we are," Gailey said. "But that's who we were today. You can't sugarcoat it."

The news gets even worse as Buffalo enters a stretch in which it will play four of its next five on the road.

Starting left tackle Cordy Glenn and starting right guard Kraig Urbik both hurt their right ankles and did not return. Gailey said both could miss games.

NOTES: Bills RBs Fred Jackson (sprained knee) and C.J. Spiller (left shoulder) split time in the backfield while coming back from injuries. ... The 52 points allowed by Buffalo were the most since a 56-10 loss to New England on Nov. 18, 2007. ... Alabama Power among leaders in SE in wind power

MONTGOMERY, Ala. (AP) ? Alabama Power's agreements to purchase wind-generated power put it among the leading investor-owned utilities in the Southeast to pursue the renewable source, a national organization said.

Alabama Power has approval from the state Public Service Commission to purchase up to 404 megawatts of electricity from Buffalo Dunes Wind Project and Chisholm View Wind Project in Oklahoma and Kansas.

Alabama Power spokesman Ike Pigott said 404 megawatts is slightly less than one-fourth of the output of the utility's Farley Nuclear Plant near Dothan and a little less than the combined capacity of Alabama Power's four generating dams on the Tallapoosa River. It amounts to more than 3 percent of energy used by Alabama Power customers annually.

Ellen Carey, spokeswoman for the American Wind Energy Association in Washington, said the other major investor-owned utility in the Southeast that has pursued power from wind projects is Southwestern Electric Power Co. in Louisiana. It has signed long-term agreements for 469 megawatts from three projects in Texas, Oklahoma and Kansas.

"Both of these contracts ? Alabama Power and SWEPCO ? are significant because they show wind can deliver affordable power to every region of America and allow consumers in the Southeast to benefit from wind," she said Friday.

The Tennessee Valley Authority, the federal utility that serves parts of seven states including Alabama, has purchase agreements for 1,515 megawatts of wind-generated power, spokesman Travis Brickey said Monday. TVA also operates its own wind turbines on Buffalo Mountain, near Oak Ridge, Tenn.

Alabama's utility regulatory board, the Public Service Commission, approved Alabama Power's 20-year agreements with Buffalo Dunes this month and Chisholm View in September 2011.

Chisholm View Wind Project near Enid, Okla., is supposed to begin operation in December. The Buffalo Dunes Wind Project near Garden City, Kan., is set to open in 2014. Both are being developed by TradeWind Energy of Lenexa, Kan.

The PSC has no requirements for electric utilities to pursue wind-generated power. In approving one of the agreements last month, the PSC said the wind-generated power must not cost more than the electricity that Alabama Power generates itself. John Kelley Alabama Power's resource planning director, said the contracts should provide net savings to Alabama Power customers.

He said Alabama Power can use the renewable energy credits that come with the projects or sell those credits to others.

"These two agreements represent a win-win for the company and the people we serve," he said.
