But before you conclude that your home improvement plans should be scraped, let?s take a step back.

There are very few home owners who wouldn?t admit to needing some measure of improvement to their home. Whether it?s as simple as repairing the leaky faucet gasket that drives you crazy with its relentless dripping, or an unreliable front porch light fixture that leaves you fumbling around in the dark when you return home from a long day at work. Every house has its deficiencies.

But with a recession in full bloom, and statistics showing little to no hope of ever getting your money back, why would anyone bother with a home improvement project?

3 convicted child killers freed in plea deal

Three men convicted of killing three 8-year-old Cub Scouts were freed Friday after nearly two decades in prison and after a judge OK'd a deal with prosecutors.

Damien Echols, Jason Baldwin and Jessie Misskelley agreed to change their pleas from not guilty to guilty in the 1993 killings in West Memphis, Ark.

They did so using a legal maneuver that lets them maintain their innocence while acknowledging prosecutors likely had enough evidence to convict them.

After the closed hearings before a judge, Baldwin told reporters that he had been reluctant to plead guilty to crimes he maintains he didn't commit, but that he went along so as to help Echols, who was on death row.

"That's not justice, however you look at it," he said of the deal.

Echols called the 18 years of prison and appeals "an absolute living hell."

"It's not perfect," he said of the deal. "It's not perfect by any means. But it at least brings closure to some areas and some aspects. We can still bring up new evidence."

Echols said the men would continue to work to clear their names.

The three were placed on 10 years' probation and if they re-offend they could be sent back to prison for 21 years, Prosecutor Scott Ellington said.

"I believe this case is closed," Ellington added.

Echols had been sentenced to die for the brutal killings and Baldwin and Misskelley were sentenced to life terms. Misskelley initially confessed, but defense attorneys claim police took advantage of his low IQ.

Chaos outside courtroom
Earlier Friday, uniformed sheriff's deputies tried to sort through the chaos as hundreds of people ? spectators, reporters, supporters ? filled the hallway outside the courtroom.

Some in the crowd applauded as Lorri Davis, Damien Echols' wife, entered the courthouse. Pearl Jam front man Eddie Vedder also traveled to Jonesboro for the hearing.

The defendants, whose case and cause were taken up by celebrities following a pair of documentaries, are known collectively as the "West Memphis 3."

They were convicted in 1994 of killing Steve Branch, Christopher Byers and Michael Moore and leaving their naked bodies in a West Memphis ditch.

The Arkansas Supreme Court last year ordered new hearings after defense attorneys said new DNA evidence could exonerate them. A courtroom date had been set for December, but Judge David Laser scheduled the Friday hearing without releasing details.

Recent DNA tests did not link the men to the crime scene and showed the presence of others who have not been identified.

The murders rocked the community of West Memphis. Police called the murders "satanic" in nature because the children's naked bodies had been bound and mutilated.

Since the original convictions, two of the victims' families have joined forces with the defense, declaring that the men are innocent.

Byers' adoptive father, John Mark Byers, said he believes prosecutors went after the wrong men.

"There's certainly no justice for the three men that's been in prison or my son and his two friends," Byers said. "To me, this is just a cop-out from the state for not wanting to admit that they made a mistake."

But Branch's father had to be removed from the courtroom after interrupting proceedings to object to the deal, witnesses said.

A 1996 HBO documentary, "Paradise Lost: The Child Murders at Robin Hood Hills," drew the attention of celebrities including Vedder, actor Johnny Depp and Natalie Maines, lead singer of the Dixie Chicks. They and other celebrities helped fund a legal team.

Immediately after the killings, police had few leads until receiving a tip that Echols had been seen mud-covered the night the boys disappeared. The big break came when Misskelley unexpectedly confessed and implicated Baldwin and Echols.

"Then they tied them up, tied their hands up," Misskelley said in a statement to police, parts of which were tape recorded. After describing sodomizing and other violence, he went on: "And I saw it and turned around and looked, and then I took off running. I went home, then they called me and asked me, 'How come I didn't stay? I told them, I just couldn't.'"

Misskelley later recanted, and defense lawyers said the then-17-year-old got several parts of the story wrong. An autopsy said there was no definite evidence of sexual assault. And Miskelley had said the older boys abducted the boys in the morning, when they had actually been in school all day.

In upholding Echols' conviction in 1996, the state Supreme Court noted that two people testified Echols bragged about the killings, an eyewitness put Echols at the scene, fibers similar to the boys' clothing were found in Echols' home, a knife was found in a pond behind Baldwin's home, Echols' interest in the occult and his telling police that he understood the boys had been mutilated before officers had released such details.

Alford plea
Friday's move was a complicated legal proceeding that protects Arkansas from a potential lawsuit should the men win a new trial, get acquitted, and seek to sue the state for wrongful imprisonment, Prosecutor Ellington said.

The men agreed to what's known as an Alford plea. Normally, when defendants plead guilty in criminal cases, they admit that they've done the crime in question.

But in an Alford plea, defendants are allowed to insist they're innocent, says Kay Levine, a former prosecutor who now teaches at Emory University in Atlanta. She is not involved with the Arkansas case.

"It's not an insane strategy decision," Levine said. But, she added: "It's incredibly troubling to us as a free society that people would plead guilty to something that they actually did not do."

Some judges find the legal maneuver offensive, Levine says, because they see no reason someone would not contest to a crime that they didn't commit. But most prosecutors would take the agreement, she said.

"The prosecutors still get the deal that they have already struck," she said.

Chris Drury retired from the NHL on Friday after 12 seasons, unable to hook up with a new team after the New York Rangers bought out the final year of their captain's contract in June.

The 34-year-old center struggled through a final injury-plagued season with New York that limited him to 24 games. He returned for the final regular-season game and scored his lone goal in a win over New Jersey that helped the Rangers clinch a playoff spot on the last day. That was the only highlight for Drury, who posted just five points and then added an assist in New York's first-round playoff loss to Washington.

Drury was let go by the Rangers in late June after a largely disappointing four seasons, including three as captain. Drury was given $3.333 million for the buyout that closed the five-year, $35.25 million deal he signed with New York after leaving Buffalo as a free agent in 2007. He announced his retirement Friday in a statement released by the NHL Players' Association. And in typical fashion for the soft-spoken Drury, the statement said he wouldn't be available to discuss the decision to hang up his skates.

In 892 career NHL games with Colorado, Calgary, Buffalo and the Rangers, Drury had 255 goals and 615 points. Even more impressive was his knack to make the big play at the key time. Drury scored 47 game-winning goals in the regular season, but he really made his mark in the postseason, where 17 of his 47 goals in 135 playoff games were winners.

A three-time Olympian, Drury was a Stanley Cup champion in 2001 with the Avalanche, but his winning ways go much further back. While playing for Trumbull, Conn., Drury pitched a complete-game five-hitter and drove in two runs to lead his hometown team to the 1989 Little League World Series title. It seems only fitting that he announced the end of his athletic career while this year's Little League World Series is being played in Williamsport, Pa.

Drury never hit it big with the Rangers after he and fellow center Scott Gomez were signed on the same day to bolster the team's offense, which was then powered by Jaromir Jagr. Neither Drury nor Gomez, who lasted only two seasons with the Rangers, meshed well on a line with Jagr, and New York was saddled by both big contracts.

The Rangers used the cap space created by the buyout of Drury to sign prized free-agent center Brad Richards to a nine-year, $60 million deal.

Drury could have earned his full $5 million for next season if he chose to apply for a medical exception because of his injured left knee and it was determined that he wasn't able to play. It isn't clear if Drury is healthy enough to continue his career if he chose to.

(AP) ? Many illegal immigrants who were facing deportation despite having no criminal record will be allowed to stay in the country and apply for a work permit under new rules from the Homeland Security Department. Republicans are balking at the change.

Homeland Security Secretary Janet Napolitano announced Thursday that the department will focus on deporting illegal immigrants who are criminals or pose a threat to national security or public safety.

Napolitano announced the plan in a letter to a group of senators who support revamping the immigration system. Under the change, approximately 300,000 deportation cases pending in immigration court will be reviewed case by case.

"From a law enforcement and public safety perspective, DHS enforcement resources must continue to be focused on our highest priorities," Napolitano wrote in the letter. "Doing otherwise hinders our public safety mission ? clogging immigration court dockets and diverting DHS enforcement resources away from individuals who pose a threat to public safety."

The decision comes amid continued protests from immigrant communities and others that the administration has been too focused on deporting people whose only offense is being in the country without the proper documents or who have been arrested for traffic violations or other misdemeanors. There have also been widespread complaints about Immigration and Customs Enforcement's Secure Communities program, which uses fingerprints collected in state and local jails to identify illegal immigrants in a federal immigration database.

States have balked at the program, arguing it requires them to enforce federal laws. There have also been complaints that immigrants arrested for simple misdemeanors can end up in deportation proceedings.

ICE Director John Morton responded to some critics in June with a six-page memo to ICE agents outlining when and how discretion should be used. That guidance covered those potentially subject to a legislative proposal, known as the DREAM Act, intended to give young illegal immigrants who go to college or serve in the military a chance at legal status.

Morton also suggested that agents consider how long someone has been in the United States, whether immediate family members are U.S. citizens and whether that person has a criminal record.

Napolitano said in her letter that the policy change was part of implementing that prosecutorial discretion.

While advocates and Democratic lawmakers greeted the announcement with a chorus of approval, Republicans recoiled at the policy change.

House Judiciary Committee Chairman Lamar Smith, R-Texas, said the shift is the administration's "plan to grant backdoor amnesty to illegal immigrants."

"They have created a working group that appears to have the specific purpose of overruling, on a 'case-by-case' basis, an immigration court's final order of removal, or preventing that court from even issuing such an order," Smith said in a statement. "The Obama administration should enforce immigration laws, not look for ways to ignore them. The Obama administration should not pick and choose which laws to enforce."

Fellow Texas Republican Rep. Michael McCaul said the plan circumvents Congress.

"It is just the latest attempt by this president to bypass the intended legislative process when he does not get his way," McCaul said. "The fact that we have a backlog and prioritize deportations is nothing new. This policy goes a step further granting illegal immigrants a fast-track to gaining a work permit where they will now unfairly compete with more than 9 percent of Americans who are still looking for jobs."

Rep. Zoe Lofgren, a California Democrat who has been outspoken in her support for comprehensive immigration reform, said the new policy was a welcome change.

"I think this in some ways is past due, but I'm glad that it's happening now," Lofgren said.

She added the plan is fair to immigrants and makes economic sense, given the need to cut billions of dollars from the federal budget.

Sen. Robert Menendez, a New Jersey Democrat, called the case-by-case review "a very positive step forward" but said more should be done to overhaul immigration rules.

"I hope the department will pursue additional initiatives to keep American families together by allowing immigrant spouses and children of U.S. citizens to apply for visas from within the United States based on an expanded and broad list of humanitarian factors," Melendez said.

Others, including illegal immigrants hoping for legislative relief that could include the DREAM Act, worry that the policy may not go far enough.

"I'm still careful of celebrating," said Tania Unzueta, a 27-year-old graduate student in Chicago who came to the United States with her family when she was 10 years old. "I really want to see what it looks like and what it comes with. In the past few years, every time there's something good for immigrants, there's also something really bad."

Laura Lichter, president-elect of the American Immigration Lawyers Association, said the devil was in the details of reviewing 300,000 cases.

But whatever the result, she said, the policy does bring administrative changes to the immigration system at a time when congressional action seems unlikely.

Many Republicans have long opposed any immigration overhaul, including the DREAM Act, characterizing such proposals as amnesty.

While the new policy does not provide illegal immigrants with a path to permanent residency, it does allow those whose cases are indefinitely stayed to apply for a work permit. The government could also reopen deportation cases if an immigrant is arrested or other circumstances in their case change.

"Congress is so stuck in its partisan politics, the immigration situation is getting worse and worse and worse," Lichter said. "This is the administration's only way, and frankly a very appropriate way, to come up with an interim fix."
