Congo opposition: leader under house arrest (AP)

KINSHASA, Congo ? The party of Congo's opposition leader says he is under effective house arrest after he inaugurated himself president.

Party secretary general Jacquemain Shabani said Friday police have been stationed outside Etienne Tshisekedi's Kinshasa home since last Friday's ceremony and are preventing him from receiving visitors.

Tshisekedi held the private ceremony even though official results show he lost the November vote.

Interior Minister Adolphe Lumanu says police are there to maintain order and protect Tshisekedi.

Incumbent Joseph Kabila was declared the winner by the Supreme Court and inaugurated last week despite the fraud condemned by the international community. Observers have said it is not clear who won the vote in this mineral-rich country impoverished by decades of dictatorship and civil war.

Washington Vs. Baylor Score Updates: NCAA Records Could Fall

The Division I record for yardage in a single game is 1,554 yards, posted mostly by Georgia Tech against Cumberland in 1916's 222-0 squeaker. This is relevant here, since at the end of the third quarter the Washington Huskies and Baylor Bears have combined for 1,160 yards. Yeah, this game is on pace to challenge for the all-time mark.

The score is 53-49 in favor of Baylor.

The bowl record is a scant 1,211 yards, which could be shattered by the time I'm finished posting this.

The record for points scored in a single bowl game is 125, which came in 2001 between Marshall and East Carolina. That record is also in line to fall. (Alabama has allowed 106 points all season, for further reference.)

Accused Sydney robber flees to Chinese consulate (AP)

SYDNEY ? Australian police have arrested a man accused of robbing a Sydney bar and then inadvertently fleeing to the grounds of the Chinese consulate, sparking a tense manhunt.

New South Wales Police Assistant Commissioner Mark Murdoch says police were chasing the man Friday when he scaled the fence surrounding the nearby consulate grounds. Murdoch says the man and police traded gunfire, but no one was hit.

Police shut down roads around the consulate and secured the complex before finding the man in a building outside the consulate grounds several hours later. He was arrested.

Police also arrested the man's alleged accomplice outside the bar. Officials did not release the men's names.

Murdoch says the man's decision to flee to the consulate grounds was random.

Italy short-term debt costs halve at auction (Reuters)

MILAN (Reuters) ? Italian short-term debt costs halved at auction on Wednesday as a new package of budget austerity and an injection of cheap long-term money from the European Central Bank won Rome some respite in thin year-end markets.

Analysts warned market tensions could easily reignite and pointed to a new test on Thursday when Italy will sell up to 8.5 billion euros ($11.1 bln) of longer-term bonds, including three- and ten-year paper.

But the average rate of 3.25 percent at which Italy sold 9 billion euros of six-month BOT bills was down from a euro lifetime record of 6.50 percent just a month earlier.

"Many things have changed from a month ago: the government has won a confidence vote on its austerity package and the ECB has acted to help banks," an Italian bill trader said.

"This doesn't mean we can rule out further problematic auctions. Markets are easily unnerved."

Demand for bills totaled 1.69 times the amount on offer, a clear improvement versus a bid-to-cover ratio of around 1.5 at the end of November.

This is the first Italian debt sale since the ECB provided 490 billion euros in cheap three-year loans to euro zone banks on December 21 in an unprecedented move aimed at easing credit strains.

Expectations of a strong take-up at the ECB's tender contributed to an equally dramatic fall in Spanish short-term borrowing costs this month.

Madrid's six-month debt costs more than halved to 2.4 percent at an auction on the eve of the ECB's tender.

However, doubts about how much of the cheap three-year funds would find their way into troubled government bonds weighed on Italian and Spanish yields in the following sessions.

Italy's ten-year yields briefly climbed back above 7 percent this week, pushing the premium over the equivalent German benchmark above 500 basis points.

On Wednesday, the yield stood at 6.8 percent, giving a premium of 489 basis points over Germany.

Credit Agricole strategist Peter Chatwell said the results bode well for the auction of three-year bonds on Thursday but he was less sure about the 10-year sale - typically a better measure of underlying interest from external investors.

"Demand for short term paper is good. It remains to be seen whether this extends to the longer maturities," he said.

Italy paid a euro lifetime record high yield of 7.56 percent to sell ten-year bonds at the end of November.

TESTING START

Italy can count on key support from retail domestic investors at short-term sales but longer-term bonds remain more challenging. With more than 91 billion euros of bonds maturing in the first four months of 2012, Rome faces a crucial test early next year.

In a push to regain market confidence, in the run-up to Christmas Italy's parliament gave the final seal to an emergency austerity budget rushed through by a new technocrat government.

Market attention will now turn to the reform agenda of Prime Minister Mario Monti who has promised to tackle Italy's chronic low-growth problems -- after inaction by former PM Silvio Berlusconi pushed the country to the brink of financial disaster.

Monti has convened a cabinet meeting on Wednesday to outline his plans and he could provide some indications to investors in his traditional year-end press conference on Thursday.

Analysts expect Monti's 33 billion euro austerity package to further depress Italy's weak internal demand, making government's efforts to revive growth through a series of long-delayed liberalizations even more crucial.

Italy also sold on Wednesday 1.7 billion euros of 24-month, zero-coupon CTZ bonds at an average yield 4.85 percent, sharply down from 7.8 percent a month ago.

For the first time, the Treasury set a target range for the CTZ sale, as it does for other bonds. It gives a set amount for bill auctions.

The Treasury had planned to sell between 1.5 billion and 2.5 billion euros of CTZs. ($1 = 0.7654 euros)

CHAPEL HILL, N.C. (AP) ? North Carolina headed into Christmas with one of its best performances of the season. The fifth-ranked Tar Heels didn't want to squander that progress by coming out of the holiday looking flat and unfocused.

Instead, they put together a dominating first-half run to blow out Elon early and extend their home winning streak.

Tyler Zeller had 19 points and 13 rebounds to help the Tar Heels beat the Phoenix 100-62 on Thursday night, tying a Smith Center record with their 25th straight win in the arena. It was North Carolina's first game after an eight-day layoff following a 19-point win against Texas.

"It's been a long break," point guard Kendall Marshall said. "We didn't want to take a step back. Coach (Roy Williams) always tells us that you're either going to progress or regress. You're not going to stay in the same place."

The Tar Heels (12-2) had coasted through several matchups in the current nine-game homestand, frequently looking disinterested in stretches against overmatched opponents in lopsided games. But the Tar Heels looked focused against the Longhorns in their last significant test before opening Atlantic Coast Conference play against Boston College next week, then blew Thursday's game open with a dominating 23-0 run midway through the first half in their return to the court.

Williams gave his players five days off for Christmas. The team returned to practice Tuesday night, starting a stretch of eight practices and three games before classes resume.

"So that means we're a basketball team right now," Williams said of the team's mentality during the semester break. "Let's focus on basketball."

His players heeded the message.

Leading 18-14, the Tar Heels ran off 23 straight points ? their biggest run since scoring 25 in a row against North Carolina State here almost four years ago. John Henson had two of his six first-half dunks in that run, while Marshall knocked down two 3-pointers during the spurt that gave North Carolina a 41-14 lead with 3:26 left in the half.

Elon (7-5) missed 14 straight shots during that 8-minute drought, sending North Carolina to its largest halftime lead (53-19) of the season. The Phoenix missed 31 of 39 shots in the opening half (21 percent), including 13 of 15 3-point tries that might have helped them hang around a bit longer.

"We wish that we would have answered the bell a little bit better," Elon coach Matt Matheny said. "We wish that when they were playing well that we would have been able to bounce back, fight back, not get knocked so far back on our heels in the first half. The game got away from us in the first half because of the way they played."

The rest of the game allowed the Tar Heels to pump up their stats and throw down a few dunks to thrill the crowd. Zeller had a career high with nine offensive boards and matched his career best for total boards. Barnes had battled a stomach bug in recent days, but had 18 points and finished with a career-high five assists.

Henson had 16 points and 11 rebounds ? all but two points came in the first half ? as the Tar Heels shot 47 percent and finished with a 64-35 rebounding advantage. Marshall finished with eight points and eight assists with one turnover.

North Carolina led by 50 points in the second half and scored 100 points for the third time this season. Twelve players scored for UNC while only four Tar Heels played even 20 minutes.

"We just executed what Coach wanted," said Dexter Strickland, who had 10 points. "Everybody knew their role and did their jobs."

While the 25 straight wins ties the record for the nearly 26-year-old campus arena, UNC's home winning streak is tied for third-longest in program history.

Sebastian Koch scored 17 points to lead for the Phoenix, who remained winless against ranked opponents since entering Division I competition a dozen years ago. Elon shot just 33 percent, including 7 for 28 from 3-point range.

Officials had to stop the game with 3:01 left when a Tar Heels cheerleader fell to the court while being held in the air by her partner during a timeout. She was helped to her feet and off the court with an apparent left-leg injury.
